Vice Chairman of the National Assembly Tran Quang Phuong visited and presented gifts to policy families in Dien Bien

On the occasion of the 78th anniversary of War Invalids and Martyrs Day (July 27, 1947 - July 27, 2025), on the morning of July 25, Senior Lieutenant General Tran Quang Phuong, member of the Party Central Committee, Vice Chairman of the National Assembly, and the working delegation visited, encouraged and presented gifts to typical policy families in Dien Bien province.

Vice Chairman of the National Assembly Tran Quang Phuong directly visited 7 policy families including: Mr. Nguyen Viet Diem, a 23% disabled veteran, who was imprisoned by the enemy, a Dien Bien soldier; Mr. Pham Van Ngan, a 41% disabled veteran, a former soldier who directly participated in the Dien Bien Phu campaign in 1954; Mr. Tran Van Quy, a 32% disabled veteran; Mr. Le Ngoc Tinh, a 61% disabled veteran; Mr. Nguyen Chinh Vinh, a resistance activist who was infected with 64% toxic chemicals; Ms. Nguyen Thi Beu, who raised two martyrs and Mr. Lo Trong Dai, a 91% disabled veteran.

At the families he visited, Vice Chairman of the National Assembly Tran Quang Phuong kindly asked about their health and life, and expressed his deep gratitude for the contributions and sacrifices of previous generations in the revolutionary cause. The Vice Chairman of the National Assembly hoped that the families of policy beneficiaries would continue to uphold their traditions, be a strong spiritual support for the younger generation, and contribute to the development of their homeland and country.

Immediately afterwards, at the Cultural Conference Center, Vice Chairman of the National Assembly Tran Quang Phuong and the delegation presented 100 gifts to war invalids, sick soldiers, relatives of martyrs and people with revolutionary contributions in the area. This is a practical activity demonstrating the morality of “When drinking water, remember its source”, and is the deep gratitude of the Party, State and National Assembly to those who sacrificed for the independence and freedom of the nation.

Speaking at the ceremony, Vice Chairman of the National Assembly Tran Quang Phuong affirmed: The Party, State and people always respect and deeply appreciate the great contributions and sacrifices of war invalids, martyrs and people with meritorious services to the revolution. Today's acts of gratitude are not only a responsibility, but also an order from the heart of every cadre, party member and citizen.

With a strategic position in terms of national security and defense, Dien Bien province is the only locality in the country that borders both Laos and China, with a total border length of more than 455km. The province has a large ethnic minority population, with 19 ethnic groups living together, and is currently managing more than 16,000 records of people with meritorious services and relatives of people with meritorious services to the revolution.

From the local reality, Vice Chairman of the National Assembly Tran Quang Phuong suggested that the Party Committee, government and people of all ethnic groups in Dien Bien province focus on performing well the task of caring for people with meritorious services. First of all, it is necessary to strengthen the leadership and direction of Party Committees at all levels, government, Fatherland Front and mass organizations, to care for and protect the legitimate rights of people with meritorious services. The implementation of policies must be complete and timely, absolutely without errors, delays or formalities.

"What still shows formality, delay, and errors in the policy for people with meritorious services must be resolutely overcome according to the direction of the General Secretary and must not be allowed to recur," Vice Chairman of the National Assembly Tran Quang Phuong emphasized.

The Vice Chairman of the National Assembly also requested Dien Bien province to proactively propose to the Central Government to review and improve legal policies for people with meritorious services in a fair, transparent and targeted manner. At the same time, expand the scope of policies to cases that have made real contributions to the revolution but have not been fully recognized. Along with that, authorities at all levels need to promote administrative procedure reform, shorten the time for confirmation and settlement of policies, so that people do not have to travel many times, wasting time and effort.

Previously, on the afternoon of July 24, Tran Quang Phuong and the delegation offered incense at the General Vo Nguyen Giap Memorial Site (Muong Phang Commune), the Martyrs' Temple at the Dien Bien Phu battlefield and the A1 Martyrs' Cemetery. These are sacred "red addresses", symbolizing the indomitable spirit and heroic sacrifice of generations of fathers and brothers in the Dien Bien Phu Victory in 1954.
