The Dynamic Urban Development Project - Yen Bai City Sub-project, Yen Bai Province (DCIDP-YB) was approved by the Prime Minister for investment policy using preferential loans from the World Bank and counterpart capital from the Government of Vietnam. The project has a total investment of 63.27 million USD, equivalent to over 1,423 billion VND; of which 39.46 million USD, equivalent to nearly 888 billion VND is funded from IDA (WB) capital and 23.81 million USD, equivalent to nearly 536 billion VND from counterpart capital of Yen Bai province.
The project includes Structural Solutions - Renovation and construction of urban technical infrastructure systems, invested by the Yen Bai Provincial Construction Investment Project Management Board and implemented over 5 years from May 2019 to June 2025. The overall goal of the project is to increase access to urban infrastructure and improve integrated urban planning in Yen Bai city.
The project has adjusted the scale of some items to ensure the socio-economic development needs of the city according to the city's adjusted master plan. The project's objectives and design remain consistent with the original design.
The activities that the project has been implementing are meeting the people's aspirations and are in line with the city's socio-economic development plan. The bidding progress of the entire project was completed by the end of 2022.
The project complies with the regulations on bidding, financial management and construction quality management. The project fully complies with the policy frameworks on social safety and environmental safety. During the project implementation, there were no accidents and no complaints related to the project's policy compliance. The design survey and construction package progress met the set plan.
Concluding the working session, Comrade Nguyen The Phuoc - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee thanked the Working Group for their attention and support for the Project in the past time. Emphasizing some difficulties and obstacles in the construction process that slowed down the progress of the Project such as: the impact of storm Yagi in 2024, site clearance, resettlement areas and some minor problems during the construction process..., the Permanent Vice Chairman of the Provincial People's Committee will assign relevant units to promptly resolve the problems to speed up the progress of the Project, related legal procedures, striving for the Project to be completed before June 30, 2025. The Permanent Vice Chairman of the Provincial People's Committee hopes that the WB will continue to work with the province to speed up the progress of the Project and have flexible suggestions as it has supported from the beginning of the project so far so that Yen Bai province can complete the set goals according to plan.
