At the meeting, the representative of the Department of Finance reported on the unit's operations since the merger. Currently, the organizational structure and assignment of tasks at the Department of Finance have been adjusted to suit the functions and strengths of each officer and employee, ensuring smooth operations. The unit currently has a Director and 07 Deputy Directors; 08 specialized departments; 143 civil servants, 24 public employees, and 06 employees. It is expected that by September 1, 2025, 12 civil servants and public employees will retire according to Decree No. 178/2024/ND-CP dated December 31, 2024 of the Government .
The current major difficulty is that the unit's office only meets basic requirements. Therefore, the Department of Finance recommends that the Provincial People's Committee consider and create favorable conditions for investment in a suitable office to ensure a working environment and meet the requirements of the tasks in the new situation.

At the meeting, the Department of Finance also reported on the state budget revenue and expenditure situation in the province in the first 6 months of 2025; updating and synthesizing the number of surplus real estate facilities in Ca Mau province after implementing the 2-level government model.
Speaking at the meeting, Vice Chairman of the Provincial People's Committee Lam Van Bi acknowledged and highly appreciated the achievements of the Department of Finance, especially in the initial period of operating the two-level local government; at the same time, he emphasized that the tasks in the coming time are still very heavy, so he requested the financial sector to enhance its sense of responsibility, work resolutely and proactively, especially in reviewing and promptly resolving outstanding and urgent issues under its authority.
In particular, it is necessary to focus on strictly managing the fields of finance, budget and investment; the assignment of tasks must be specific, with clear people and tasks, to avoid problems arising during the implementation process. Arrange officers in charge of each locality group to support and provide professional guidance to the commune level on financial and budgetary procedures, account opening and payment through the State Treasury.
The Vice Chairman of the Provincial People's Committee requested to focus on reviewing the arrangement of accountants at each unit, ensuring compliance with standards and conditions as prescribed. The work of inspecting and supervising the management and use of public finance and assets, especially the inventory and handover of district-level assets, must be carried out in accordance with procedures, ensuring transparency and compliance with legal regulations. Review and monitor projects, especially groups of off-budget projects, projects behind schedule due to procedural problems, key projects, etc., then summarize and report according to regulations. Urgently review the surplus unused real estate to have a plan to arrange and handle them according to regulations.
Vice Chairman of the Provincial People's Committee Lam Van Bi emphasized: In the context of operating a two-level local government, the task of decentralization and delegation of power to the commune level is very large, requiring the Department of Finance and related departments and branches to join hands, accompany each other in coordination, support, and create all conditions for the commune level to promptly resolve issues arising in the locality.
The Vice Chairman of the Provincial People's Committee requested the Department of Finance to proactively propose effective solutions to remove difficulties in daily life and travel for cadres and civil servants after the merger, thereby contributing to stabilizing the psychology and improving work efficiency; research and innovate the financial sector's operating model to ensure it is suitable for the situation of organizing the two-level government, promptly handling arising issues to ensure smoothness and efficiency.
