According to the report of the Provincial Traffic Construction Investment Project Management Board, the Hoang Sa - Doc Soi Road project has a total investment of 3,500 billion VND, a route length of 26.88 km , the starting point intersects with Tri Binh - Dung Quat road, the end point connects with Hoang Sa road. The main route planning area is 172.16 hectares, passing through the following localities: Binh Son commune (35.51 hectares), Van Tuong commune (22.52 hectares), Dong Son commune (51.39 hectares), Tho Phong commune (16.88 hectares), Tinh Khe commune (19.21 hectares) and Truong Quang Trong ward (26.64 hectares).
The project invests in building 10 resettlement areas with 648 plots of land, 01 grave reburial area; at the same time, using 25 plots of land at Lien Hiep I Resettlement Area (expansion), Truong Quang Trong ward for resettlement arrangement.
Regarding site clearance (GPMB) for the main route, up to now, 44 plans have been approved for 48.1/172.16 ha, reaching 27.9%; more than 56/172.16 ha have been handed over, reaching 32.6%. Corresponding to the handed over site, the cumulative construction value is about 528/2,350 billion VND, equal to 22.5% of the construction volume value.
For resettlement areas, grave reburial and relocation of technical infrastructure works, the Provincial People's Committee has approved the Compensation, Support and Resettlement project. The Project Management Board is implementing the following tasks: mine clearance, survey, design of construction drawings - construction estimates, and cadastral mapping for site clearance.
The biggest difficulty now is that compensation and site clearance work is slow, the area handed over to the construction unit is small and not seamless, affecting construction progress and capital disbursement.
Through on-site inspection, based on reports and recommendations from departments, branches and localities, Vice Chairman of the Provincial People's Committee Nguyen Ngoc Sam requested the Provincial Land Fund Development Center and the People's Committees of relevant communes and wards to focus on coordination, speed up progress and complete the land acquisition and clearance work for agricultural and non-agricultural land areas. The Department of Agriculture and Environment and the Department of Finance urgently provide specific guidance on the land price determination plan for areas outside the planning, as well as mechanisms, policies, authority and responsibilities in implementing land acquisition and clearance.
The Vice Chairman of the Provincial People's Committee requested the People's Committees of communes and wards where the project passes through to promptly complete all documents and confirmation procedures so that the Provincial Land Fund Development Center can promptly publicly post, submit for appraisal and approval of compensation plans for the next phases.
For households that have not received money according to the approved compensation plan, the locality is required to continue guiding people to complete inheritance and authorization procedures to receive money; at the same time, step up propaganda, mobilization, and create consensus in handing over the site so that the investor can implement the project to ensure progress.
