Many advantages create momentum for OCOP Nghe An to develop

After implementing the two-level local government, communes and wards in Nghe An entered a new phase of the “One Commune One Product” (OCOP) Program. The expanded area of ​​local boundaries, streamlined administrative procedures, flexible regional connectivity and support from management agencies have created more momentum to improve quality, expand the market, and bring the Nghe An OCOP brand far and wide.

Flexible adaptation

These days, in Hamlet 2, Trung Loc Commune, Mr. Hoang Duy Sy - a member of the Honey Bee Cooperative is busy changing product labels to match the new local name. Previously, the product packaging had the address "Hamlet 2, Nghi Xa Commune, Nghi Loc District", now it has been changed to "Trung Loc Commune, Nghe An Province" after the merger.

This change is not simply to update address information but also to synchronize the brand, create professionalism and increase reputation in the market.

It is known that the Nghi Xa Commune Honey Beekeeping Cooperative (formerly) has 20 members, supplying thousands of liters of high-quality honey each year, which is considered a product with great potential. After the establishment of Trung Loc Commune, the number of members participating in the association increased, the source of raw materials became more abundant with the addition of new bee colonies, the production - consumption linkage became closer and received much attention from the local government.

Mr. Tran Nguyen Hoa - Chairman of Trung Loc Commune People's Committee said that the new commune is composed of 4 communes: Nghi Long, Nghi Thuan, Nghi Quang and Nghi Xa. With its central location in Nghi Loc district (old), near Bac Vinh bus station, with National Highway 1A and N5 running through, Trung Loc commune has favorable conditions to bring its typical products to the market. Currently, the locality has 5 recognized OCOP products including: shallots, honey, yellow melon, Dien grapefruit, and melon.

“Previously, each commune only had one OCOP product; now after the merger, the number has increased many times. This is the foundation for us to focus on investing, upgrading quality and creating product brands for the locality,” said Mr. Hoa.

Minh Chau commune was established from 4 communes: Hanh Quang, Dien Nguyen, Minh Chau (old) and Dien Cat. Before the merger, each old commune had its own typical products: Dien Nguyen commune had shallots; Hanh Quang commune was famous for vermicelli, banh muot, banh ram; Dien Cat commune had lotus seeds...

Mr. Le The Hieu - Vice Chairman of Minh Chau Commune People's Committee shared: "After the new Minh Chau commune was established with a larger area, we set a goal of both improving the quality of existing products and finding new products to both diversify local products and help people and entities earn more income. Commercial rice, lotus products and souvenirs associated with the scenic spot of Co Am Pagoda are the priority directions. The locality will complete the OCOP product review dossier for these items in the near future."

Ms. Nguyen Thi Men - Director of Mom Beauty Production and Trading Company Limited, a unit with many OCOP products recognized in Vinh Loc ward, said: The unit is also reviewing the entire production process, upgrading machinery, adding traceability information on packaging to meet the increasing demands of the market. This change not only helps the product reach consumers more easily but also affirms the professionalism and reputation of the brand in the new development stage.

According to Mr. Nguyen Van Hang - Deputy Head of the Department of Economic Cooperation and Rural Development of Nghe An, the implementation of a two-level local government helps communes and wards expand production scale, ensure raw material sources and promote the formation of new products.

In particular, procedural reform has created a strong shift. Previously, OCOP dossiers of entities had to go through many stages from communes and districts before being approved by the province, especially for potential products with 4-5 stars; now communes and wards will send dossiers directly to the province for appraisal, shortening time and costs...

Focus on improving product quality

By mid-August 2025, Nghe An had 743 OCOP products with 3 stars or more. If calculated based on the 412 old communes and wards, each commune had an average of more than 1.8 products; and if calculated based on the 130 new communes and wards, each commune had an average of more than 5.7 products, this is an impressive number nationwide.

Currently, the supermarket is selling dozens of OCOP products from Nghe An, mainly fish sauce, vegetables, fruits, seafood... Previously, due to the small area of ​​the communes and limited raw material areas, some OCOP products were often in short supply, not enough to supply the people. But now, when the communes and wards are merged and expanded, ensuring supply will certainly be easier.

According to experts, expanding the scale of the area not only helps OCOP products maintain a stable supply but also creates conditions for local authorities to promote their role in connecting and accompanying entities in the product development process.

Speaking to reporters, Ms. Vo Thi Nhung - Deputy Director of the Department of Agriculture and Environment assessed: "The role of the commune level in developing OCOP products in the coming time is especially important. Giving more power to communes and wards after the district level no longer exists allows local authorities to proactively support, monitor, propose capital and technical needs, and promote products. OCOP entities also have more advantages when directly accessing trade promotion programs, skills training, and borrowing capital to expand production."

Besides the advantages, the leaders of the Department of Agriculture and Environment also frankly pointed out the challenges that require localities to make efforts to improve quality supervision, to avoid some products falling below standard, affecting the reputation of the local brand...

Regarding the development orientation of OCOP products in the coming time, Nghe An aims to focus on improving the quality and upgrading the star products, aiming to standardize according to national and international standards, while promoting on channels and media. At the same time, directing units and localities to search for and support new products associated with the specific advantages of each locality, in order to diversify OCOP products and meet the increasing market demand.
