Agree to perfect the agricultural extension model before October 30, 2025

Implementing the Central Government's direction on reorganizing administrative units at all levels and building a 2-level local government organization model, Nghe An Provincial Party Committee has just issued Plan No. 01-KH/TU on continuing to reorganize the political system of Nghe An province, including the local agricultural extension system.

Establishment of commune-level public service units

Accordingly, the Provincial Party Standing Committee requested to study, arrange and reorganize public service units under the department, each department (except the Department of Education and Training, Department of Health) only maintains 01 public service unit to perform the function of serving state management...

For commune level: Research on establishing 01 commune-level public service unit to provide basic and essential public services to local people in the fields of culture, sports, media, environment, agriculture ...); promote socialization in places with sufficient conditions.

In the Conclusion Notice of the Party Central Office, the Government Steering Committee issued Official Dispatch No. 145/CV-BCĐ dated October 8, 2025 signed by Permanent Deputy Prime Minister Nguyen Hoa Binh guiding the completion of the organizational system for implementing agricultural extension tasks at the local level on the arrangement of administrative units at all levels, and building a 2-level local government organization model sent to the Minister of Agriculture and Environment and Chairmen of People's Committees of provinces and centrally run cities with the following specific contents:

The Government Steering Committee assigned the People's Committees of provinces and centrally-run cities to urgently deploy the arrangement of the two-level agricultural extension organization system (provincial and communal levels), including:

- For provincial level: Unify the model of Provincial Agricultural Extension Center under the Department of Agriculture and Environment, ensuring proper functions and tasks according to regulations, focusing on guiding, coordinating, urging, inspecting and supporting commune level in implementing agricultural extension work.

- For commune level: Direct the People's Committee at the commune level to submit to the People's Council at the same level to establish 01 public service unit under the People's Committee at the commune level to provide basic and essential public services to meet practical requirements in the area (public service unit guaranteed by the State budget, providing public services in the fields of culture, sports, tourism, information, communication, environment, agricultural extension, urban areas...). The above content must be completed before October 30, 2025.

End of the Regional Agricultural Extension Station model

According to Document No. 145-CV/BCĐ and Instruction No. 7818/BNNMT-TCCB dated October 13, the Ministry of Agriculture and Environment requested the People's Committees of the provinces to direct the Department of Agriculture and Environment to develop a plan to end the operations of regional agricultural extension centers and stations under the provincial Agricultural Extension Center: Transferring functions, tasks and agricultural extension officers at regional agricultural extension centers and stations to work at public service units providing basic and essential public service services at the commune level to perform agricultural extension tasks.

Based on the number of agricultural extension officers working at the provincial level and regional agricultural extension centers and stations, direct the arrangement and assignment of 2-3 full-time agricultural extension officers to work at public service units at the commune level with agricultural production to perform agricultural extension tasks. In conjunction with officers and civil servants in charge of the agricultural sector under the People's Committee at the commune level, ensure that at least each commune has 5-6 officers, civil servants, and public employees performing tasks related to the agricultural extension sector, without increasing the total number of agricultural extension officers.

Directing commune-level authorities to pay attention to directing the implementation of agricultural extension work well, not "outsourcing" to public service units at the commune level; continuing to consolidate, improve and improve the operational efficiency of community agricultural extension teams, intensifying the dissemination of knowledge and production experience, supporting and guiding farmers to link up to develop agricultural production.

Directing the issuance of regulations on coordination between the Provincial Agricultural Extension Center and the Commune People's Committee in implementing agricultural extension tasks in the area in a timely and effective manner.

The Government Steering Committee assigned the Ministry of Agriculture and Environment to urgently issue legal documents under its authority stipulating the functions, tasks and powers of local agricultural extension organizations according to Notice No. 371-TB/VPTW dated October 3, 2025, to be completed before October 15, 2025; at the same time, strengthen the organization of training to improve the capacity and professional qualifications of cadres, civil servants and public employees performing agricultural extension tasks at the commune level and community agricultural extension to meet the requirements of assigned tasks.

Talking to reporters, Mr. Ta Quang Sang - Director of Nghe An Provincial Agricultural Extension Center said: After the Standing Committee of Nghe An Provincial Party Committee issued Plan No. 01-KH/TU on October 5 on continuing to arrange and perfect the province's political system and especially the Notice of Conclusion No. 371-TB/VPTW on arranging local agricultural extension models, the Provincial Agricultural Extension Center is urgently consulting and submitting to the Department and the Provincial People's Committee a Project to rearrange the regional agricultural extension system. The rearrangement of the agricultural extension system is part of the overall review and arrangement of public service units at the provincial and commune levels according to Plan No. 01-KH/TU, so it must be synchronous and tight. Previously, according to regulations, the functions and tasks of agricultural extension were transferred to the commune level and now according to the new Project, each commune will have 2-3 regional agricultural extension officers transferred, ensuring that each commune has about 5-6 officers in charge of the agricultural sector, which will certainly make the implementation of tasks more convenient and effective. In the near future, after restructuring, the Provincial Agricultural Extension Center will focus on the tasks of training, guiding, coordinating and providing professional support to the commune level.
