Recently, the Politburo issued Resolution No. 68 on private economic development, the Ministry of Finance issued Project 339 to transform the model and method of tax management for business households when eliminating lump-sum tax. The transformation of the management model from lump-sum tax to tax declaration by households is a major policy, requiring high determination from the Nghe An Provincial Tax Department, synchronous coordination of all levels, sectors, especially the authorities of 130 wards and communes and the police, and the consensus of taxpayers in the area.
Currently, in the province, there are over 67,600 business households, of which over 1,100 households have paid by declaration method, nearly 29,000 business households have paid tax by lump-sum method; nearly 1,300 households have registered to use electronic invoices generated from cash registers...

To concretize and implement Resolution No. 68 of the Politburo and Project 339 of the Ministry of Finance, Nghe An Provincial Tax has deployed the plan "30-day and night campaign to strive to complete the targets of Project 420 and convert business households paying taxes by the lump-sum method to the declaration method".
The program will be implemented from November 1 to November 30, 2025. With the goal of 100% of business households that are required to use electronic invoices generated from cash registers to register and use electronic invoices according to regulations; 80% of business households in areas with difficult economic conditions and 100% of business households in the remaining areas to install and use the Etaxmobile application; 100% of business households paying taxes by the lump-sum method with a revenue of 1 billion VND or more to switch to the declaration method before November 30, 2025; ready to convert all business households paying taxes by the lump-sum method to the declaration method before January 1, 2026...

To achieve this goal, Nghe An Provincial Tax Department requires local Tax Departments to proactively review, develop propaganda plans, and provide specific instructions to each household on the registration process, use of electronic invoices, and the Etaxmobile application. At the same time, strengthen coordination with local authorities, banks, and organizations providing electronic tax services to provide timely support, remove difficulties in the conversion process, and ensure the progress and quality of campaign implementation.
At the conference, Nghe An Provincial Tax Department also provided guidance on the development of 2026 budget estimates for local tax agencies in 130 communes and wards. This is considered a key task, aiming to ensure that the budget estimates are close to reality, improve tax management efficiency, and contribute to completing the budget collection task assigned in Resolution No. 226 of the Government and Directive No. 14 of the Prime Minister; At the same time, urge the implementation of standardization of tax code data according to 2-level local authorities.

Electronic invoice solution providers such as Viettel, VNPT, Misa... have also presented many solutions to support business households in issuing, managing and storing electronic invoices generated from cash registers, and at the same time introduced integrated applications to help taxpayers declare, pay taxes and look up information more conveniently and safely.
