At the meeting, the Department of Science and Technology reported many outstanding results. In the first 6 months of the year, the Department has advised on the issuance of more than 100 documents including projects, plans, and decisions related to science and technology policies, playing an important role in implementing Resolution 57-NQ/TW on digital transformation. Notably, the "Digital Education for All" movement has attracted more than 11,000 people to participate, contributing to raising awareness and digital capacity in the community.
The sector has also achieved many professional results: effectively managing 27 science and technology and intellectual property topics and projects; completing fiber optic network coverage in 100% of communes and wards in the province, creating a foundation to promote the comprehensive digital transformation process.
However, the Department also faces many difficulties such as unsynchronized support mechanisms and policies, limited financial resources, a lack of specialized human resources, and inadequacies in the post-merger office.

Overview of the working session between the Provincial People's Committee and the Department of Science and Technology of Lao Cai .
Within the framework of the program, the Provincial People's Committee announced the decisions to appoint Directors of three Centers under the Department, including: Information Technology Center, Science - Technology and Innovation Center, and Goods Testing and Inspection Center. The completion of the leadership apparatus of public service units is an important step to improve operational efficiency and promote the strengths of each unit in the new development stage.
Concluding the meeting, comrade Nguyen Thanh Sinh acknowledged and highly appreciated the proactive spirit, responsibility and outstanding results of the science and technology sector in recent times. He emphasized that in the context of digital transformation and innovation being an inevitable trend, the Department of Science and Technology needs to demonstrate its leading role in advising and implementing major programs of the province, especially related to Resolution 57-NQ/TW.
He requested the entire industry to focus on three key tasks:
(1) Review and perfect mechanisms and policies, advise the Provincial People's Committee to issue documents directing the implementation of Resolution 57, programs and plans on science and technology development, innovation and digital transformation;
(2) Advise on the establishment of a Steering Committee to implement Resolution 57 at all levels, promote communication work, especially widely deploy the Digital Universal Education Plan to every citizen;
(3) Perfecting the organizational structure, streamlining, assigning the right people to the right jobs, promoting their strengths; at the same time, paying attention to training and improving the qualifications of staff and civil servants and promoting the autonomous mechanism in public service units;
He emphasized that it is necessary to clarify "bottlenecks" and prioritize groups to focus on handling them, creating breakthroughs in implementing science and technology tasks associated with the practical development requirements of the province. The collective leadership and staff of the science and technology sector need to continue to unite, innovate thinking, and promote the highest sense of responsibility to make science and technology a key driving force for local socio-economic development.
