Skillful mass mobilization in Khuat Xa

Party Cell Secretary, Village Chief of Ban Chu B village propagandized people to dismantle constructions encroaching on land in the protected area of the Vi family memorial relic site.

Khuat Xa is a border commune, established on the basis of merging the two communes: Khuat Xa and Tam Gia of the old Loc Binh district. Since its establishment, the commune has actively implemented the "Skilled Mass Mobilization" model. Mr. Hoang Van Thuan, Provincial Party Committee member, Party Secretary of Khuat Xa commune affirmed: Realizing the importance of mass mobilization work, the Party Committee has directed the innovation of mass mobilization work of the political system. Mass mobilization activities closely follow the Party's guidelines, the State's laws and policies and the local political tasks, promptly grasp the thoughts and aspirations of the people, contributing to stabilizing the situation, creating consensus, and strengthening the people's trust in the Party Committee and the government. The emulation movement "Skilled Mass Mobilization" has been paid attention to and promoted. The commune issues an annual implementation plan. In which, it focuses on implementing specific models, suitable for each subject and locality.

Notably, the Vi family memorial relic site in the commune has been ranked as a provincial relic since 2019. Faced with the situation of some households encroaching on relics, the Party Committee and the commune government have implemented a clever mass mobilization model, propagating and mobilizing people to dismantle the structures, returning the encroached area, to restore the current state of the relics. From July 2025 to now, two villages with households encroaching on land have organized 4 propaganda sessions, with 200 participants. The commune and village organized 2 groups to visit each household to propagate, mobilizing 32/32 households to voluntarily dismantle 36 encroached structures, with the cleared area of nearly 2,600m2. Up to now, the work of renovating the main relic area has been basically completed, the remaining areas will be completed in the fourth quarter of 2025.

The renovation of the relic area has contributed to changing the local appearance in a clean and beautiful direction. This is an important driving force to promote socio -economic development, attract investment in tourism, preserve and promote traditional cultural values. Mr. Nong Van Quynh, Ban Chu B village shared: Previously, my family built a pig pen on the protected area of the Vi family memorial relic site. After being propagated and mobilized by the commune and village, my family understood the significance of the relic, so we voluntarily dismantled and cleaned up the construction to return the site to the commune for management.

Along with that, the commune implemented the "Smart Mass Mobilization" model of socializing the purchase of computers for Party cell secretaries and village chiefs. In August 2025, the commune connected and mobilized Loc Binh Forestry One Member Co., Ltd. and deducted party fees to equip computers for 21/21 Party cell secretaries and village chiefs in the commune, with a total cost of nearly 100 million VND. Ms. Vi Thi Duyen, Party cell secretary and head of Lien Hop village, excitedly said: Since having a computer, I have been able to carry out the work of the village more quickly and conveniently. Specifically, updating information, knowledge, documents on the internet, drafting documents, making reports, resolutions, and archiving documents without having to rely on the commune's computer like before.

In addition to the above two models, the commune also effectively implemented clever mass mobilization models such as: in August 2025, socialized the installation of 60 solar-powered lampposts on the village road axis, with a budget of over 100 million VND; from 2024, implemented a production linkage model associated with potato product consumption, helping potato growers to have guaranteed output... The models are evaluated and lessons learned every year to continue to maintain and replicate good and effective practices, creating a spreading effect among cadres, party members and people in the commune.

By effectively implementing the "Skilled Mass Mobilization" models, Khuat Xa commune has created high consensus in implementing the Party's guidelines and the State's laws and policies. In the 2020-2025 term, the commune achieved and exceeded 29/30 targets set by the Resolution of the Commune Party Congress. In September 2025, the people and cadres of Khuat Xa commune were awarded a certificate of merit by the Chairman of the Provincial People's Committee for their outstanding achievements in the emulation movement "Skilled Mass Mobilization" for the 2021-2025 period.
