According to statistics from the Ministry of Agriculture and Environment , as of the afternoon of October 12, the entire Northern region still had about 10,961 houses were flooded, mainly in Bac Ninh (8,800 houses) and Hanoi (2,161 houses).
Dike system 59 incidents occurred, including 42 in Bac Ninh , 8 in Thai Nguyen, and 9 in Hanoi. Localities have urgently handled the situation and are on duty 24/7 to monitor the flood situation.

The electricity sector recorded 550,805 customers without electricity in Thai Nguyen, Bac Ninh, Cao Bang and Lang Son. To date, power has been restored to more than 502,000 households, while 48,169 customers are still without electricity, most concentrated in Bac Ninh (29,442 households).
Regarding communications, in Thai Nguyen, the level 2 dedicated data transmission network still has 32/92 points disconnected due to power outages; the public network has been completely restored. In Hanoi, communications in Trung Gia and Da Phuc communes are also operating normally.
Total damage caused by floods after storm No. 11 is estimated at over VND8,720 billion, including: Lang Son VND1,050 billion, Cao Bang VND2,000 billion, Thai Nguyen VND4,000 billion and Bac Ninh VND1,670 billion.
Floods on rivers are receding. At Phuc Loc Phuong (Cau River), the water level is at 7.37m, still 0.37m above alert level 2. The Thuong River and Ca Lo River are also decreasing, but still at high levels.

On the afternoon of October 12, the Ministry of Agriculture and Environment issued a telegram requesting the closure of a spillway at the bottom of Tuyen Quang Lake, and at the same time requesting provinces to ensure safety downstream. National highways and the Hanoi-Thai Nguyen railway have been cleared.
On the same day, Prime Minister Pham Minh Chinh signed a decision to provide the second round of emergency support, providing 400 billion VND from the central budget reserve in 2025 to Thai Nguyen, Cao Bang, Lang Son and Bac Ninh provinces to overcome the consequences of floods and stabilize people's lives. Previously, on October 8, the Government provided 140 billion VND in emergency support to these four localities.
Thus, the total support fund to date is 540 billion VND, of which Thai Nguyen received 300 billion VND, Cao Bang 80 billion, Lang Son 80 billion and Bac Ninh 80 billion VND.
The Prime Minister requested the People's Committees of Thai Nguyen, Cao Bang, Lang Son and Bac Ninh provinces to be responsible for managing and using money for the right purposes, right subjects, transparently, avoiding loss and negativity, and reporting the results to the Ministry of Finance and the Ministry of Agriculture and Environment for synthesis and reporting to the Government.
