Phong Quang commune, a new administrative unit established on the basis of merging Duong Quang commune ( Bac Kan city) and Don Phong commune (Bach Thong district), currently has more than 6,800 people, mostly Tay and Dao people living scattered over an area of more than 153 km². Life still has many limitations, but the locality determined that sustainable poverty reduction must start with empowering people with information .
One of the highlights is that the commune strongly implemented the "information poverty reduction" component of the National Target Program on Sustainable Poverty Reduction. 18 community digital technology teams were strengthened, becoming the core force to guide people in using smartphones, looking up agricultural product prices, accessing new policies, finding jobs, performing online public services, etc. Thereby, the one-way communication model gradually transformed into two-way digital communication , more interactive and effective.
Village and union officials are trained in digital skills to become "information bridges", helping people know how to access, select and apply information to production. Zalo groups, community Facebook, and the commune's electronic information page regularly update information on loans, recruitment, market prices, and effective production models. At the village cultural house, documents, infographics and instructional videos are shown periodically, making it easy for people to access even if they are not proficient in technology.
People proactively grasp information about applying digital transformation to life.
Thanks to proactively grasping information, many households have boldly changed crops, accessed preferential loans, participated in health insurance and social security policies. This is also the foundation that helped the commune complete the removal of 69 temporary and dilapidated houses in the past time.
Mr. Nguyen Anh Xuan, Chairman of Phong Quang Commune People's Committee, said that the locality is coordinating with telecommunications enterprises to expand 4G and 5G waves, investing in fiber optic networks to areas with "blank" infrastructure. The commune also plans to upgrade the smart loudspeaker system in 18/18 villages and add equipment to serve people at village meeting houses, along with producing bilingual clips (Mandarin, Tay/Dao) to ensure that all people can access digital knowledge .
Along with empowering access to information, Phong Quang focuses on creating livelihoods, a key task for people to increase their income and escape poverty sustainably. Projects to develop production according to the value chain are implemented, focusing on raising buffalo, cows, and goats for breeding; growing medicinal plants; developing typical agricultural products in the highlands; and converting crop structures according to soil conditions.
People are supported with capital, technology and safe production processes. Thanks to timely updates on market information from the Community Digital Technology Teams and the commune's media groups, many households have confidently expanded their models, signed product consumption contracts with businesses and cooperatives, creating stable output.

To strengthen the community's internal strength, the commune is researching the establishment of a Sustainable Poverty Escape Club , where poor and near-poor households can exchange and share production experiences and receive technical advice from agricultural extension officers and businesses. This is expected to become a community digital learning space , helping people improve their financial management skills, promote products and access markets.
Along with livelihood development, the commune integrates poverty reduction work with new rural construction, synchronous investment in transport infrastructure, electricity, water, schools, and medical stations; improves the quality of public services; and maintains a communication network close to the people.
According to the plan, by the end of 2025, Phong Quang commune strives to reduce 52 poor households and 45 near-poor households, aiming at multidimensional poverty reduction, where people are guaranteed access to information, health care, education and social security.
With the synchronous participation of the entire political system, along with the spirit of self-reliance of the people, Phong Quang is gradually building a new look: a mountainous countryside transformed by digital infrastructure, digital knowledge and digital livelihoods .
