Returning to Buoc village this time, the previously unpaved road leading to the village has been paved with concrete, lined on both sides with stilt houses and brick houses, all with clean and spacious yards. Leading us on a tour of the village, Mr. Lo Van Bung, Party Secretary and Head of Buoc village, said: The village has 176 households of the Thai ethnic minority. Implementing the model of effective community mobilization, "Self-managed residential area for environmental protection," from 2023 to the present, the Party Committee and the Village Management Board have actively propagated and mobilized the people to donate land and contribute labor to concrete over 700 meters of internal village roads according to the motto "People do the work, the State supports"; maintaining a "Self-managed road" in group 6 with a length of 500 meters, with 14 households voluntarily participating in sweeping, collecting waste, clearing drains, tidying fences, and planting flowers along the traffic safety corridor, contributing to creating a green, clean, and beautiful landscape. Currently, the commune is continuing to implement the "Lighting Up Rural Roads" model, mobilizing organizations, individuals, and local people to contribute funds to install 20 solar-powered streetlights along Provincial Road 111 running through the area, helping people travel conveniently at night and ensuring security and order in the residential area.
Meanwhile, the Pac Nga Commune Police chose the model of effective community mobilization: "Commune police are close to the people, serving the people." Implementing this model, commune police officers have strengthened their presence in the area, grasped local issues, promptly resolved emerging problems, and strengthened the solidarity between the police and the people in the area. Major Lo Van Cuong, Head of the Commune Police, reported: During the peak period of propaganda, issuing electronic identification accounts and integrating services on the VNeID application, the commune police went "door to door," assisting in receiving 657 electronic identification applications, activating level 2 electronic identification accounts for 589 citizens, integrating 982 social security accounts, 1,451 health insurance cards, and other necessary documents on the application.

In particular, following the storm and heavy rain on the afternoon of May 27th, which damaged and ripped off the roofs of 11 houses in the villages of Pac Nga commune, the Pac Nga Commune Police, as the standing force, promptly arrived to help people overcome the consequences of the natural disaster. Mr. Vi Van Duong, from Nong Coc village, shared: "The storm damaged and ripped off the roof of my family's house. Fortunately, the commune police and other organizations helped to clean up belongings and repair the house, helping my family to quickly stabilize our lives."
In implementing Directive No. 02-CT/TU of the Provincial Party Committee on promoting the "Skilled Mass Mobilization" emulation movement for the period 2026-2030, the Party Committee of Pac Nga commune has issued a plan and roadmap for implementation with the goal of ensuring that 100% of Party branch secretaries, village heads, and influential people are informed and thoroughly understand the content of the movement. Annually, the commune builds and maintains at least 1-2 "Skilled Mass Mobilization" models; each Party branch, agency, and unit selects at least one skillful mass mobilization content linked to its assigned professional tasks.

Comrade Nguyen Viet Tien, Permanent Deputy Secretary of the Party Committee of Pac Nga commune, said: To date, the entire commune has built and maintained 31 "Effective Mass Mobilization" models by 27 collectives and 4 individuals. These include 2 models in the field of Party building and the political system; 6 models in economic development; 21 models in culture and social affairs; and 2 models in national defense and security. These effective mass mobilization models are built on practical and efficient principles, focusing on implementing grassroots democracy regulations, promoting the application of information technology in Party work, building and developing collective economic forms, mobilizing the people to effectively participate in the "National Unity for Building New Rural Areas and Civilized Urban Areas" campaign; and effectively implementing community regulations and customs...
The successful models of mass mobilization in Pac Nga commune are clear evidence of the connection between the Party's will and the people's aspirations, unleashing the internal strength to enable this commune, located in the reservoir area and facing many difficulties, to continue its journey towards building a new rural area. With the goal of eliminating poverty according to the multidimensional poverty standard by 2030, the commune Party Committee continues to lead and direct the implementation of the "Skilled Mass Mobilization" emulation movement, linking it with the implementation of socio -economic development tasks and ensuring national defense and security in the locality. This creates consensus and support from cadres, Party members, and the people, contributing to the increasingly prosperous development of Pac Nga commune.
