Phu Quoc is like a "big construction site", with the sound of construction machines rumbling, workers in sweaty shirts, working at an extremely urgent pace. Mr. Le Viet Bac, Director of the Department of Construction of An Giang province, said: "The total demand for materials for APEC projects is up to nearly 26 million m3, of which sand alone is about 16.3 million m3. We have planned a 500ha Bai Vong sea sand mine, with enough reserves to exploit 25 million m3 for the period before 2030. In addition, taking advantage of the surplus land from digging Cua Can and Duong Dong 2 lakes, about 10.6 million m3 , helps save costs and reduce dependence on external sources. This is not only a technical problem but also ensures the environment, protects the landscape and local resources".
Mr. Le Viet Bac also said that the material transportation plan was calculated in detail, avoiding going through the center, not affecting tourism activities, ensuring smooth traffic. Ports such as Vinh Dam, Da Chong, Bai Vong have been upgraded in capacity, with the ability to unload more than 19,000 tons/day, contributing to ensuring that the supply flow is not interrupted.

Ready to break out
Mr. Vo Minh Trung, Director of the Department of Science and Technology of An Giang province, said: “In parallel with the physical infrastructure, the Department of Science and Technology is urgently completing the digital infrastructure, including the provincial data center, smart monitoring system... The total investment is about 500 billion VND, implemented from May 2025 to June 2027, with 70% of the central capital supporting. This will be the smart coordination brain, helping to manage 2-level urban areas, control security, coordinate traffic, monitor the environment... The bidding packages are being implemented according to a shortened schedule, so far 4/9 packages have been completed, contracts have been signed and construction has been implemented since June 30".

According to the People's Committee of An Giang province, the province is focusing on leading and closely directing the preparation of conditions to serve the APEC 2027 Conference in Phu Quoc. In particular, focusing on procedures to implement 21 projects according to Decision No. 948/QD-TTg, dated May 17, 2025 of the Prime Minister (including 10 public investment projects and 11 non-budget investment projects).
Up to now, the Provincial People's Committee has issued 9/9 orders to build urgent works in accordance with regulations; has allocated the local budget with an amount of more than 1,465 billion VND to implement public investment projects; at the same time, requested the Ministry of Finance to arrange central budget capital of more than 9,172 billion VND (of which in 2025 over 2,751 billion VND, in 2026 over 4,577 billion VND, in 2027 over 1,843 billion VND).
The province directed departments, branches, sectors, investors and Phu Quoc special zone to urgently conduct surveys, designs, measurements, site clearance, submit for approval the adjustment of related plans to serve as a basis for carrying out project approval procedures, selecting contractors, and completing in July 2025 to ensure progress 3 to 6 months earlier than the APEC Conference.

For non-budgetary investment projects, An Giang province has so far completed the selection of investors, organized the announcement and granted the decision to approve investors for 3 key projects with a total capital of 91,548 billion VND, including the Phu Quoc International Airport expansion investment project. Investors are urgently implementing the progress committed to the province. For the remaining 8/11 projects, the Provincial People's Committee has assigned the Phu Quoc Economic Zone Management Board to select investors in special cases for 7/8 projects and the Department of Finance for 1/8 projects.
A special highlight is the Phu Quoc International Airport expansion project. In June, the Provincial People's Committee completed the transfer of assets from ACV with a total remaining value of more than VND1,037 billion, and selected a new investor with a total capital of more than VND21,900 billion. The airport will increase its capacity, expand its terminals and parking lots, serving tens of millions of passengers each year, becoming a strategic gateway connecting Phu Quoc with the world.
