Many advantages and potentials
Implementing a two-tiered local government model, Phu Tan commune merged the entire area and population of three communes: Tan Trung, Tan Hoa, and Phu Hung, and Phu My town within the "O-shaped area" of the former Phu Tan district. According to Nguyen Quoc Bao, Chairman of the Phu Tan Commune People's Committee, the new Phu Tan commune, built upon the foundation of three new rural communes and one urban area, has the advantage of a larger overall area of over 42 square kilometers; a larger population, and abundant labor resources. The new commune benefits from the long-term investment by the province and central government in the national target program for building new rural areas, with electricity, roads, schools, and health stations already basically meeting and synchronizing standards.
Geographically, Phu Tan commune has the advantage of bordering the Tien River and the Vam Nao River, running parallel to the communes on the opposite bank of Dong Thap province. It also borders the neighboring communes of Phu An, Binh Thanh Dong, Cho Moi, and Chau Phu, connecting the region within and outside the province, facilitating trade. Furthermore, Phu Tan commune possesses many other potentials, thanks to the former Phu My town center, which ensures essential infrastructure, transportation, and vibrant commercial and service activities, maintaining its central position in the region.
The commune has the Tan Trung industrial and handicraft zone, covering 70 hectares; and long-established traditional craft villages such as Phu My blacksmith village and the rice cracker village. A well-planned aquaculture system covers over 100 hectares according to VietGAP standards. In the Tan Trung aquaculture area, over the past five years, the production of fish has reached 92,000-100,000 tons, with stable guaranteed sales.
In particular, the commune has developed a high-tech vegetable farming area, invested in within the Long Ho project, covering 80 hectares, helping to improve productivity and product quality. Here, many farmers' models are yielding clear economic benefits. Mr. Nguyen Van Bo's greenhouse for seedling cultivation using a "6-in-1" vacuum seed sowing machine is a prime example. With a greenhouse size of 1,000m2, he produces 2-3 crops per year, earning a profit of 40-50 million VND per crop.
Phu Tan commune is the birthplace of Hoa Hao Buddhism, with over 90% of its population following the religion. The headquarters of the Central Executive Board of the Hoa Hao Buddhist Church is located within the commune, alongside An Hoa Pagoda, the ancestral temple of the founder, Huynh Giao Chu. Every year during religious holidays, a large number of pilgrims visit the area, creating significant potential for developing eco-spiritual tourism , integrated with commercial and service activities.
A new mindset
Taking advantage of the aforementioned conditions, the Party Committee and government of Phu Tan commune have thoroughly researched and assessed the potential to include in the Party Congress documents for the 2025-2030 term, receiving strong support from the province. Mr. Nguyen Quoc Bao informed that the resolution of the commune's Party Congress outlines three strategic breakthroughs. First, promoting the application of science and technology, innovation, and digital transformation in management, production, and daily life in all fields. The locality prioritizes investment in upgrading infrastructure comprehensively, especially key inter-commune and inter-regional transportation routes… At the same time, it promotes attracting investment in cooperative and private economic activities to exploit the advantages of the river route associated with inland port projects to serve trade; cultural and spiritual tourism; and the development of commerce and services.
Furthermore, the locality focuses on shifting its economic structure towards gradually increasing the proportion of industry and construction, and services, while reducing the agricultural sector, in line with the province's trend. In the coming time, Phu Tan commune will concentrate on developing a green economy and a circular economy associated with high-tech, large-scale agricultural economy along the value chain of key local products. The commune strives to increase the value of production and become a region with several leading sectors of the province, such as high-tech vegetable farming, aquaculture, and tourism.
Besides the advantages, the commune still faces some difficulties that need to be addressed in the process of breakthrough development. These include the slow pace of economic restructuring, with agriculture still accounting for a high proportion of the economy. Production models remain dependent on the market, production is small-scale, and linkages and connections are needed… This is not just a problem for the local government alone, but requires the efforts and cooperation of the entire political system and the people.
Although the infrastructure, inherited from the three new rural communes and the central urban area of the former district, is basically synchronized, it has deteriorated significantly compared to the current development orientation. The island's location, dependent on ferries and boats for river crossings, has hindered socio-economic development for many years, and the people of Phu Tan urgently need support and public investment from the province. The locality also needs the province's assistance in resolving difficulties in transferring management rights of industrial and handicraft clusters, attracting investors, and planning work… to facilitate development in the coming time.
