The 1st Congress of An Giang Provincial Party Committee, term 2025 - 2030, was held from October 2, 2025 to October 3, 2025 in Rach Gia ward, An Giang province.

RESOLUTION

I- Approve the basic contents of the assessment of the implementation of the Resolution of the Congress for the 2020 - 2025 term and the directions, goals and tasks for the 5 years of 2025 - 2030 stated in the Political Report of the Provincial Party Executive Committee for the 2020 - 2025 term submitted to the Congress for the 2025 - 2030 term:

1. On assessing the situation for the 5 years 2020 - 2025

The Congress affirmed: Over the past 5 years, besides the advantages, An Giang has also faced many difficulties and challenges from the world and domestic situations and specific local conditions, but with the tradition of solidarity, dynamism and creativity, the Party Committee, government and people of An Giang have strived to achieve many important and comprehensive achievements in implementing the Resolution of the Provincial Party Congress for the 2020-2025 term.

1.1. The work of Party building and political system building has received comprehensive leadership and direction. Effectively implementing the Resolution of the 4th Central Conference (term XI, XII), the Conclusion of the 4th Central Conference (term XIII) in conjunction with promoting the study and following of the moral examples of Uncle Ho and Uncle Ton, the standards of revolutionary ethics of cadres and party members, regulations on exemplary responsibility, especially key leaders at all levels, contributing to raising responsibility and arousing the aspirations of cadres and party members.

Focus on building a team of cadres and innovating and rearranging the organizational apparatus in the political system; complete the merger of provincial-level administrative units, end the district-level administrative units, operate 2-level administrative units to ensure smooth operation, and serve the people's needs well. Improve the leadership capacity and fighting strength of Party committees and organizations at all levels; improve the qualifications and capacity of cadres and civil servants to meet the development requirements of the locality.

Inspection, supervision and enforcement of party discipline have been strengthened. Solutions to prevent and combat corruption, waste and negativity have been synchronously deployed, creating clear changes among cadres, party members and the people.

Raise awareness and actions of cadres and party members on mass mobilization work; promote emulation of "Skilled mass mobilization"; build a democratic and transparent style of mass mobilization of government; promote the people's mastery.

The working methods of Party committees at all levels are increasingly systematic and scientific, closely following working regulations, upholding the principle of democratic centralism, strengthening solidarity, and effectively leading the implementation of political tasks.

1.2. The socio-economic development is quite comprehensive, basically completing the main and important goals set. The scale of the economy has expanded, promoting the restructuring of economic sectors towards improving growth quality, efficiency and competitiveness. Promoting digital transformation in all fields and achieving many important results.

Identifying key infrastructure investments to promote economic development, the province focuses resources on developing agricultural production infrastructure, transportation (especially transportation connecting tourist areas) and urban infrastructure. Promoting administrative procedure reform, strongly improving the investment and business environment.

Agriculture, forestry and fishery continue to play a supporting role in the economy, focusing on improving productivity, quality, efficiency and competitiveness; restructuring according to regional advantages, linked to food security and export. Promoting the application of science and technology, developing clean, organic, high-tech agriculture, food safety, reducing emissions and adapting to climate change. Strengthening value chain linkages, building agricultural product brands.

Industry and construction have grown quite well; positively shifting towards increasing the proportion of processing and manufacturing; focusing on developing high value-added sectors such as: Processing of agricultural and aquatic products, food, footwear, garments and environmentally friendly construction materials.

Trade, services and tourism continue to grow, playing an important role in the economic structure. Export turnover remains stable. Marine economy and border trade are promoted. Tourism activities develop, especially in the forms of marine tourism, eco-tourism, spiritual culture and resort tourism.

The cultural values and strengths, people, and revolutionary traditions of the province are given attention and promoted. The management, planning, investment, restoration, and renovation of cultural heritages are enhanced. Cultural and sports activities are promoted in association with the building of cultural life, new rural construction, and urban civilization.

Education and training have developed in scale and quality; the network of schools and classes has been widely invested. Human resource development programs have been implemented to serve key economic sectors in line with social needs.

Social security policies have mobilized the active participation of the community, and people's lives have been improved. People's health care and protection have been focused on; health care networks and services have been developed; preventive health care capacity has been improved, preventing many dangerous epidemics, especially the prevention and control of Covid-19.

Resource management and environmental protection are enhanced; natural disaster prevention and control, climate change response, coastal and riverbank erosion are proactively implemented.

People's Councils at all levels have performed well their responsibilities in reviewing and deciding on important local issues. The administrative apparatus has been consolidated and improved, and the effectiveness and efficiency of state management has been improved.

1.3. The national defense and local military potential and the construction of defense zones are strengthened. Security and social order are maintained. Foreign relations are expanded in many fields. Internal affairs and judicial reform have many changes.

Reasons for results achieved:

The Party Committee maintains the central role of solidarity, democracy, and creativity in leadership and management. The province's policies and guidelines always aim to care for the interests and improve the lives of the people, thus creating consensus and promoting responsibility among cadres, party members, and people to serve the development of the locality.

Building a clean and strong Party organization, determined to prevent and combat corruption, waste and negativity; focusing on mass mobilization work, building solidarity, and strengthening trust within the Party and among the people.

With the deep and regular leadership of the Politburo, the Secretariat, and the Government; the responsible and effective support of the central ministries, branches, and sectors, friendly provinces and cities, and the Party Committee - Command of Military Region 9.

However, the implementation of the Congress Resolution still has limitations such as:

The work of building and rectifying the Party and the political system has not been given due importance at times and in some places. The degradation of political ideology, ethics, lifestyle, manifestations of "self-evolution", "self-transformation", corruption, waste, and negativity among a number of cadres and party members have not been effectively prevented and repelled. Leadership in inspection and supervision work is still not comprehensive in some aspects; the work of grasping the situation, inspecting and supervising in some areas and fields is sometimes not timely, slow to detect violations and shortcomings of party organizations and party members... leading to cadres and party members violating Party regulations and State laws, having to be disciplined and criminally prosecuted, affecting the prestige of the Party and the trust of the people.

Socio-economic development is not really sustainable, 03 targets have not yet reached the set targets; the overall economic growth rate is not commensurate with the potential, advantages and room for development. The economic structure has shifted slowly, the quality of growth is not high. The management of resources, especially sand and construction stone, is sometimes not strict, allowing violations to occur, in some places quite seriously. The bottlenecks in land access have not been fundamentally resolved, the clean land fund for investment attraction is still lacking. Education and training are not linked with scientific research, production, business and the needs of the labor market. The overload situation in some hospitals has not been overcome. The work of preventing and combating some types of crimes, especially crimes operating on routes, border areas and at sea is sometimes limited.

In addition to objective reasons, the above limitations are subjective due to:

The province's capacity to forecast, develop strategies, plans and targets is still limited. Some socio-economic development policies have not mobilized or allocated many resources for implementation. Some Party committees have not proactively sought breakthrough solutions for development. Coordination and responsibility for organizing the implementation of policies are still weak points.

Some Party committees have not paid due attention to Party building and mass mobilization work. Planning, training, arrangement and use of cadres in some places have not kept up with development requirements. The pioneering spirit, exemplary spirit, sense of responsibility, aspiration to improve, and practical capacity of a number of cadres and Party members, especially leaders and managers at all levels, are not up to the task.

From the practice of leadership and direction in implementing the Resolution of the Provincial Party Congress for the 2020-2025 term, the following lessons can be drawn:

First , always uphold the principles and working regulations of the Party Committee and political system.

Second , promote the spirit of dynamism, creativity, self-reliance, self-improvement, and development aspirations of cadres, party members, and people of all walks of life.

Third, maintain, consolidate and enhance solidarity and unity between perception and action within the entire Party and political system.

Fourth , all policies, guidelines and strategies of the Party and State must serve the people. Persistently implement the motto that the people are the center and the subject, constantly improving the material and spiritual life of the people.

Fifth, consistently implement the goal of sustainable socio-economic development, strengthen national defense, security and foreign affairs.

2. Main goals and directions for the 5-year period 2025 - 2030

Based on forecasts of the world and domestic situation, assessment of opportunities and challenges, and determination of development perspectives, the Congress agreed to set out the following goals, targets, tasks, and main solutions for the coming term:

2.1. General objectives : By 2030, An Giang will be a fairly developed province in the country; a strong national maritime economic center; Phu Quoc Special Zone will reach international stature; Rach Gia will be a political - administrative, commercial - service, general and specialized center; the Long Xuyen - Chau Doc - Rach Gia - Ha Tien quadrangle will be a driving force for industrial development, logistics and cultural and ecological tourism, a center for research and development of varieties and production of high-tech agriculture, aquaculture and medicinal materials; border economic development, a hub for trade and cooperation with the Kingdom of Cambodia; a synchronously developed socio-economic infrastructure system, adapting to climate change; digital transformation in the education and health systems will be among the top in the country; traditional cultural values will be preserved and promoted; national defense and security will be maintained; foreign affairs will be proactive and open; social order and safety will be stable; Social security is guaranteed, people's material and spiritual life is improved.

2. 2. Breakthroughs : (1) Focus on developing the marine economy, becoming a strong marine economic center of the country. Focus on developing marine tourism, focusing on Phu Quoc special zone with a unique and outstanding mechanism, becoming a locomotive, spreading development to other regions and fields; focus on developing coastal cities; prioritize infrastructure development for marine economic development such as: Transport infrastructure, seaports; promote marine aquaculture development. (2) Complete and upgrade infrastructure. First , complete regional connecting highways, ports, Phu Quoc International Airport, Rach Gia Airport and study the construction of an airport in Tho Chau special zone, meeting the requirements of socio-economic development and ensuring national defense and security. Second , develop multi-purpose seaports and river ports, serving logistics, import-export and tourism. B is , developing digital infrastructure, creating a foundation for national digital transformation, gradually developing the digital economy and digital society. (3) Breakthrough in the application of science and technology, innovation and digital transformation in sectors and fields of the economy; comprehensive digital transformation of the governance model, focusing on digital government (serving the people; serving leaders and executives) and digital economy (serving production and business, focusing on deep processing of agricultural, forestry and fishery products). Focus on training, attracting and using high-quality human resources.

The three breakthroughs need to be led by a streamlined apparatus with effective and efficient operations, a team of cadres and party members with qualities and capacities that meet requirements, perform tasks well, have high political determination, consensus and solidarity throughout the system to bring An Giang to breakthrough, substantial and sustainable development.

2. 3. Main development targets for the period 2025 - 2030 (36 targets)

2.3.1. Economic indicators (10 indicators): (1) Gross Regional Domestic Product (GRDP) at current prices by 2030 reaches 630,370.27 billion VND; (2) Average GRDP growth rate for 5 years, reaching 11% or more; (3) Average GRDP per capita by 2030, reaching over 6,300 USD or more; (4) The proportion of added value of digital economy in GRDP reaches 30%; (5) Total budget revenue for 5 years reaches 145,000 - 175,000 billion VND; (6) Total social investment capital for 5 years reaches 649,007 billion VND; (7) Ratio of investment capital implemented in the area compared to GRDP reaches 24.51%; (8) Urbanization rate by 2030 reaches over 50%; (9) The rate of households using the national grid electricity reached 99.54%; (10) The Provincial Competitiveness Index (PCI); the DTI digital transformation index; and the local innovation index (PII) were in the top 20 nationwide.

2.3.2. Social indicators (18 indicators): (1) The total population of the province reaches 3,755,949 people (according to statistics); (2) Average life expectancy reaches 75.5 years, of which the number of healthy years reaches at least 68 years; (3) Human Development Index (HDI) reaches 0.75; (4) Creating new jobs for an average of 40,000 workers/year; (5) The proportion of employed workers in the economy reaches 100%; (6) The proportion of trained workers reaches 79%, of which 35% have degrees and certificates; (7) Unemployment rate is below 3.6%; (8) Labor productivity (at comparable prices) reaches 138.43 million VND/worker; (9) The average number of doctors per 10,000 people reaches 15 doctors; (10) The number of hospital beds per 10,000 people will reach 35 beds; (11) By 2030, achieve universal health insurance coverage and 100% of people will receive regular health check-ups or free screening at least once a year; (12) The rate of working-age labor force participating in social insurance will reach over 25%; (13) The rate of general schools meeting national standards will reach 80%; (14) The rate of multidimensional poverty households will maintain an average reduction of 0.3 - 0.5%/year; (15) The average income per capita per month will reach over 8.59 million VND; (16) The rate of population using hygienic water sources will reach 100%; (17) The rate of communes recognized as meeting new rural standards will reach 100%; (18) The number of completed social housing units will reach 6,016 units.

2.3.3. Environmental indicators (05 indicators): (1) Forest cover rate reaches 8.9%; (2) Hazardous waste collection and treatment rate reaches 100%; (3) Medical waste treatment rate reaches 100%; (4) Urban solid waste collection and treatment rate ensures standards and regulations reaches 100%; (5) Industrial parks and export processing zones in operation with centralized wastewater treatment systems meeting environmental standards reaches 100%.

2.3.4. Party building and mass mobilization targets (03 targets): (1) The rate of party members and grassroots party organizations completing their annual tasks well is over 90%; (2) The number of party members admitted to the party during the term is 18,000 or more; (3) The rate of mass mobilization into political and social organizations is 60% or more.

2.4 . Main solutions

2.4 . 1. Strengthening the work of building and rectifying the Party and the political system to be clean and strong in all aspects

- Strengthening the Party's political building, improving the theoretical level, intelligence, political capacity and exemplary role, leadership capacity and fighting strength in the entire Party organization. Resolutely overcoming limitations and weaknesses in leadership, direction, concretizing and implementing the Party's guidelines and policies, the State's policies and laws. Promoting democracy along with strengthening Party discipline and order.

- Pay attention to Party building in terms of ideology, comprehensively innovate ideological work in a proactive, practical, timely and effective manner; enhance combativeness, educational quality and persuasiveness. Proactively forecast and grasp the ideological situation and social mood to orient public opinion and create consensus within the Party and the entire population.

- Focus on building the Party in terms of ethics, strictly implementing revolutionary ethical standards and public service ethics. Promote the exemplary role of cadres and party members, especially leaders; resolutely prevent, repel, and strictly handle cadres and party members who have degraded in political ideology, ethics, lifestyle, and manifestations of "self-evolution" and "self-transformation" associated with promoting the study and following of the moral examples of Uncle Ho and Uncle Ton, the revolutionary ethical standards of cadres and party members in the new period, and strictly comply with regulations on what party members are not allowed to do.

- Strengthen the consolidation and building of grassroots party organizations and improve the quality of party members; focus on building cadres at all levels, especially leaders. Strictly implement the working regulations of the Party Committee; improve the quality of Party Committee and Party cell activities. Encourage and protect dynamic, creative cadres who dare to think, dare to do, dare to take responsibility for the common good, and strictly handle manifestations of evading and shirking responsibility. Regularly review and screen to remove unqualified Party members from the Party.

- Strengthen inspection, supervision and party discipline; promote coordination between inspection, investigation and investigation agencies..., promptly detect, prevent and strictly handle violations. Resolutely fight against corruption, waste and negativity; strictly implement Party regulations and State laws on power control and public asset management, especially focusing on reviewing and appropriately handling issues arising after the merger of provinces and the organization of two-level government.

- Promote the strength of national solidarity; promote the role of the people as the main subject, thoroughly grasp the viewpoint "People are the root". Promote the implementation of grassroots democracy, ensure people participate in building and criticizing policies according to the principle "People know, people do, people discuss, people inspect, people supervise, people benefit". Strengthen dialogue between Party committees, authorities and people. Focus on the will and aspirations of the Party, State, agencies, socio-political organizations, enterprises, and people to implement the motto " One An Giang - One vision - One will - One belief in victory " .

- Continue to innovate the leadership method of the Party Committee over the political system. Innovate the dissemination, preliminary and final review and organization of the implementation of the Party's directives and resolutions. Promote administrative reform within the Party associated with the application of science, technology and digital transformation.

2.4. 2. On socio-economic development

(1) Continue to build and perfect priority mechanisms and policies to promote rapid and sustainable economic development.

- Build and implement good policy mechanisms, create breakthroughs in mobilizing resources to promote socio-economic development.

- Promote the establishment and approval of plans for rapid and sustainable economic development.

( 2 ) Restructuring the economy on the basis of maximizing existing potential and strengths; at the same time establishing a sustainable economic growth model based on science and technology, innovation and digital transformation; developing the private economy to become the most important driving force for growth, promoting linkages for development

- Continue to shift the economic structure associated with establishing a new growth model. Implement programs, projects, tasks, and solutions so that by 2030 the economic structure will shift towards increasing the proportion of the industrial - construction and service sectors and reducing the agricultural sector. Focus on developing a green economy and a circular economy associated with in-depth agricultural economic development, applying high technology on a large scale according to the value chain, focusing on key products such as rice, seafood, vegetables, fruit trees, along with livestock and medicinal herbs. Apply high technology, reduce emissions, reduce costs, increase value, and become the center of rice, seafood, and medicinal herbs in the region.

- Concentrate resources and attract investment to develop the An Giang border gate economic zone to become an important trading hub and economic development exchange center between the Mekong Sub-region countries, especially in relations with Cambodia.

- Promote the development of marine economy, effectively implement the Project to develop An Giang into a strong marine economic center of the country. Build a large fishing center, a focal center linked to the raw material area of aquatic products in coastal areas, and form a biodiversity research center in Phu Quoc.

- Effectively implement Resolution No. 68-NQ/TW, dated May 4, 2025 of the Politburo on private economic development. Unblock resources, support businesses, create a favorable environment for private enterprises to have equal access to and effectively use resources and assets; expand production and business, diversify markets, build and develop brands, research and apply science and technology, innovate, attract strategic investors to invest in the fields of tourism, seaports, multi-sector logistics, high-tech marine aquaculture, renewable energy, industrial clusters, large-scale agriculture associated with deep processing and refined processing industries.

- Invest in infrastructure, promote regional connectivity, and cooperation between localities for socio-economic development. Invest in developing and completing the road traffic system, especially the Chau Doc - Long Xuyen economic corridor; the border economic corridor; the corridor along Tien River - Hau River... connecting with the Chau Doc - Can Tho - Soc Trang expressway, projects connecting coastal roads, expressways, national highways; provincial roads, urban roads, invest in traffic connecting localities and build new, upgrade, and renovate existing rural roads. Coordinate with the Ministry of Construction and related units to deploy national traffic projects passing through the province. Complete the inland waterway infrastructure system, maritime and aviation infrastructure; especially urgently complete the upgrading and expansion of Rach Gia Airport, Phu Quoc International Airport, An Thoi Seaport, Hon Chong Port...

( 3 ) Developing science and technology, innovation and digital transformation as the main driving force for breakthrough development

Increase investment, application, transfer, infrastructure improvement, international cooperation, high-quality human resource development, and talent utilization for science, technology, innovation, and digital transformation.

( 4 ) Synchronously implement measures to economically and effectively use resources, protect the environment, respond to natural disasters and climate change.

Implement programs and projects to prevent and combat biodiversity loss; conserve and restore ecosystems, increase forest coverage and quality; protect species and genetic resources, and ensure biosafety. Rationally exploit and effectively use land, water, sea, mineral, and aquatic resources; develop marine, island, and mainland ecosystem services to respond to climate change. Strengthen infrastructure for natural disaster prevention and control; enhance capacity for forecasting, warning, management, and economical and sustainable use of resources.

(5) Strongly promote the traditional values, culture and people of An Giang in the new period

Build and perfect mechanisms and policies on culture, education and training, health, create new motivation, contributing to promoting socio-economic development. Preserve and effectively promote the value of traditional cultural heritages, especially the Ba Chua Xu Festival of Sam Mountain, Nguyen Trung Truc National Hero Festival, Bay Nui Bull Racing Festival...; Speed up the process of building documents: (1) Oc Eo - Ba The archaeological relic site to submit to UNESCO for recognition as a world cultural heritage; (2) Vinh Te Canal is a national historical relic. Building a grassroots cultural environment, building a cultural and civilized lifestyle in society, linking cultural development with tourism development. Build and develop An Giang's culture and people comprehensively, in accordance with the trends of the times. Promote investment in cultural institutions as a foundation for cultural industry development.

(6) Improve the quality of education and training, develop high-quality human resources

Fundamentally, comprehensively and effectively innovate education and training towards modernity; Improve the quality of human resources, focusing on high quality human resources. Focus on investing in education development in special zones, island communes, border areas... Discover, foster and utilize talented people; ensure synchronous access to education between urban and rural areas. Perfecting the education system in an open direction, promoting social learning, popularizing the "Digital Education Popularity" movement, moving towards "developing the digital youth generation of An Giang", promoting learning and talent.

(7) Pay attention to people's health care; ensure social security, social welfare, and human security

Develop a modern health system, harmoniously combining primary health care with specialized and specialized health care; between disease prevention and medical examination, treatment, and rehabilitation; between traditional medicine and modern medicine. Promote socialization and digital transformation of the health sector; deploy electronic health check books; Improve the quality of medical examination and treatment, apply high technology, towards high quality medical services.

Strengthen social security policies, sustainable multi-dimensional poverty reduction policies, policies for people with meritorious services, and family policies in a comprehensive and inclusive direction according to the guiding perspective of "leaving no one behind".

Continue to innovate, develop and improve the quality of vocational education; innovate vocational training for fishermen and rural workers.

2.4.3. Ensuring national defense and security

Strengthen construction and consolidation of national defense and security; Firmly protect territorial sovereignty, sea and islands, and national border security; maintain the all-people national defense posture associated with the people's security posture. Raise awareness of the political system about the task of rehearsing defense areas.

Strengthen foreign affairs in socio-economic fields, do well in military diplomacy and people-to-people diplomacy, creating a peaceful and stable environment. Complete demarcation and border demarcation; Search and gather the remains of volunteers who died in Cambodia.

II- THE CONGRESS AGREES TO ADOP THE FOLLOWING CONTENTS :

1. Approving the Report reviewing the leadership and direction of the Provincial Party Executive Committee for the 2020 - 2025 term. From the experience of previous sessions, the Provincial Party Executive Committee for the 2025 - 2030 term continues to maintain solidarity, innovation, creativity, promote advantages, overcome shortcomings, improve the quality and efficiency of work for the next term.

2. Approve the Report synthesizing opinions of party organizations at all levels and people from all walks of life in the province contributing to the Draft documents submitted to the 14th Party Congress. The Provincial Party Executive Committee for the 2025 - 2030 term synthesizes opinions discussed at the Congress to complete and report to the Politburo.

III- IMPLEMENTATION ORGANIZATION

1. The Provincial Party Executive Committee for the term 2025 - 2030 develops the Working Program, Working Regulations, and Action Program to concretize the Congress Resolution; Regularly inspect and urge the implementation of the Resolution.

2. Party committees under the Provincial Party Committee develop programs and plans to implement the Resolution in accordance with the actual situation of localities and units. Periodically review and summarize reports on the results of implementation of the Resolution to the Standing Committee of the Provincial Party Committee and the Executive Committee of the Provincial Party Committee.

3. The Standing Committee of the Provincial Party Committee organizes study and thoroughly disseminates the Congress Resolution to party committees, party organizations, party members and the People. The entire political system is united, dynamic, creative, and determined to successfully implement the Congress Resolution.
