Looking back to July 1, 2025, when Resolution No. 1376/NQ-UBTVQH15 of the Standing Committee of the National Assembly officially came into effect, based on the merger of three administrative units: Tu Xa, Phung Nguyen, and Son Vi; the new Phung Nguyen commune entered operation with a new scale, a natural area of 30.57 km² , a population of up to 41,000 people, residing in 43 residential areas. Phung Nguyen commune has a favorable geographical location, situated in the Red River Delta, with many conditions for socio- economic development, trade, services, and commercial agriculture.
In the context of a newly established administrative unit with a massive workload, limited budget resources, and an office building in the process of being reorganized, the Standing Committee of the People's Council, the People's Council Committees, the Delegation Groups, and the People's Council representatives of the commune have demonstrated unity, responsibility, and a timely grasp of the situation, proactively implementing tasks to ensure that the activities of the commune's People's Council are maintained in an orderly and effective manner.
The most significant achievement in 2025 was the effective operation of the People's Council of the commune, khóa II. Immediately after the First Session, the organizational structure was streamlined with 71 delegates, divided into 3 working groups in the former areas, ensuring close engagement and strong ties with the constituents. By the end of 2025, a total of 10 sessions had been successfully held (including thematic sessions of the 3 former units before the merger), ensuring that all decisions were made in accordance with legal regulations and met practical requirements.
The tasks for 2026 are very challenging, requiring the determination of the entire political system, businesses, and the people. The People's Council of the commune requests the People's Committee of the commune to focus on thoroughly understanding and decisively implementing resolutions, socio-economic development plans, and budget estimates; resolving difficulties, accelerating land clearance, disbursing public investment, and improving the efficiency of financial and budgetary management. At the same time, support businesses, develop commercial agriculture, enhance key products and OCOP (One Commune One Product) products; complete planning, strengthen land management, construction order, and protect environmental resources.
Focus on improving the quality of education, healthcare, social welfare, ensuring food safety, promoting digital transformation, and building a cultural life. Maintain national defense and security, prevent and combat crime, and address complaints at the grassroots level; streamline the administrative apparatus, reform the administration, tighten public service discipline, and improve the quality of service to the people.

In particular, the People's Council of the commune has issued two key regulations on working procedures and coordination between the People's Council, the People's Committee, and the Fatherland Front of the commune, creating a solid legal framework for the operation of the two-level local government. Not only limited to resolutions on paper, the political acumen and responsibility to the people are clearly demonstrated through financial management. The People's Council has approved budget allocation plans, adjusted the medium-term public investment plan, and allocated funds from land use rights auctions for the last six months of 2025 to serve the people's needs.
Based on the agreements reached among the agencies, the Standing Committee of the Commune People's Council also issued a Notice on the organization of the session; assigning tasks to relevant agencies, departments, and branches to prepare reports, presentations, draft resolutions to be submitted at the sessions, as well as the necessary conditions for the sessions. Supervisory activities – a "measure" of the capacity of elected bodies – have been implemented vigorously with the spirit of "no forbidden zones".
In the area of citizen reception, the Standing Committee of the Commune People's Council, in coordination with the Commune People's Committee, maintains a schedule for receiving citizens on the 10th and 25th of each month. Sensitive issues such as land disputes, boundary demarcation, and policies have been listened to and resolved promptly, preventing the emergence of hotspots.

Entering 2026 – a pivotal year of significant importance in achieving socio-economic development goals, ensuring national defense and security, and successfully organizing the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term; the People's Council of the commune clearly defines its determination to act, innovate its working methods, focus on the grassroots, and serve the people.
The central political task in 2026 is the election of representatives to the 16th National Assembly and representatives to the People's Councils at all levels for the 2026-2031 term. This is considered a major event for the entire population, an opportunity for 41,000 people in Phung Nguyen to directly choose individuals with sufficient virtue and talent to serve in the local government apparatus. The Standing Committee of the People's Council of the commune has proactively developed a plan, projected the structure, composition, and allocation of candidates in a scientific manner, ensuring representativeness and the quality of the delegate team.
The People's Council of the commune proactively coordinated closely with the People's Committee, the Commune Election Committee, and relevant agencies to implement all tasks synchronously in accordance with regulations and schedule. Propaganda efforts were intensified, coupled with ensuring security, order, facilities, and absolute safety at polling stations, so that this national election day truly became a celebration for all the people.
Furthermore, the People's Council of the commune continues to innovate and improve the quality of its operations, fully promoting the role and responsibilities of the Standing Committee of the People's Council, the Committees, the Delegate Groups, and each elected representative. People's Council sessions are more meticulously prepared in terms of content, scientifically organized, ensuring democracy, transparency, and legality; the atmosphere of discussion, questioning, and answering questions is encouraged to be frank, constructive, and focused on practical issues.
Supervision continues to be identified as a key and crucial aspect. The 2026 supervision program is focused and targeted, concentrating on areas of public concern such as land management, basic construction investment, administrative reform, implementation of social security policies, environmental protection, and urban order. Thematic supervisions are closely linked to practical realities at the grassroots level, ensuring clear and feasible conclusions; and strengthening the monitoring and follow-up of recommendations following supervision, so that each supervision result truly brings about changes in management and administration.
Alongside this, voter outreach activities have been reformed in both content and form, expanding channels for receiving opinions and feedback from the people through the Fatherland Front, mass organizations, and the grassroots information system. The responsibility for monitoring the resolution of voter petitions continues to be emphasized, with the goal of ensuring that all legitimate opinions are heard, considered, and resolved promptly and satisfactorily.
Enhancing the capacity of People's Council representatives is considered fundamental to the quality of the elected body's operations. Training courses and skill development programs on supervision, verification, data analysis, voter outreach, and handling public feedback continue to be organized with attention; each representative is encouraged to proactively self-study, self-improve, update their knowledge of law, management skills, and information technology applications to meet the demands of the new situation.
Spring 2026 brings new opportunities but also many challenges. However, with the foundation of unity between the Party's will and the people's aspirations, along with sound resolutions, close supervision, and a spirit of serving the people, Phung Nguyen will be the driving force to rise and affirm its position as a developing district in the future.
