Khe Sim village is one of the vulnerable locations with high risk of flooding in Mong Duong ward, with about 116 households located in a "basin" surrounded by quarries and dumping sites of many coal enterprises. Responding to the forecast of heavy rain and possible storms and floods, the ward has directed the dredging of streams; direct response continues to be deployed, ready to clear the flow and move people to safety in case of flooding.
Ms. Nguyen Thi Thu, Party Cell Secretary, Head of Khe Sim Village, Mong Duong Ward, said: To proactively respond to the risk of landslides and flooding after the storm, especially in areas where rocks and soil often block drainage culverts, the local government has proactively coordinated with Quang Hanh Coal Company to ensure prevention and control plans. The company has committed to arranging specialized machinery and equipment on standby, ready to work with the locality to dredge and clear the flow as soon as rocks and soil flow down and cause blockages. If prolonged heavy rain leads to flooding, the evacuation plan is also carefully prepared. The unit's vehicles are mobilized to support people to move to safe areas. Quang Hanh Coal Company will coordinate with the locality to fully arrange temporary accommodation and meals, ensuring the safety of people's lives and health in all natural disaster situations.
Although not too close to the dumping site, every time it rains heavily, the Mong Duong River is filled up, and the water in area 8 of Mong Duong ward cannot drain. If the heavy rain continues for a long time, it can cause local flooding. Faced with this situation, the authorities and people in the area have proactively raised their vigilance to prevent and minimize the impact of floods.
Mr. Ho Van Tu, Party Cell Secretary, Head of Zone 8, Mong Duong Ward, said: Flooding often occurs in Zone 8 when heavy rain lasts for a long time. To proactively respond, the zone maintains a permanent on-site regime. Whenever heavy rain is forecast, all forces in the zone, including neighborhood officials, residential groups and shock forces, are assigned to be on duty 24/7 at areas at risk of flooding. The zone has also developed specific plans for each situation, clearly assigning people and tasks and propagating to people to proactively raise their assets, monitor weather information, and be ready to move when required with the general spirit of not being passive or surprised. When heavy rain occurs, the zone immediately deploys forces to the scene to check sewers and support people, especially the elderly and the lonely. All work is aimed at ensuring the safety of people's lives and property in all situations.
Through screening, Mong Duong ward currently has 6 vulnerable residential areas with potential risks of flooding and subsidence related to quarries, waste dumps and dams. The ward has identified key areas for disaster prevention, control and search and rescue (PCTT-TKCN), and assigned specific tasks to members of the PCTT-TKCN Subcommittee. Each village and area is assigned a permanent force and mobilizes youth and people to participate in handling situations. Heads of villages, areas and the ward service center coordinate with the media to prioritize broadcasting warnings about floods, inundation and landslides.
Along with that, the ward has also developed a specific disaster prevention plan for each village and neighborhood. When floods occur, urgently evacuate people, ensure the safety of people and property, organize timely rescue and relief, maintain smooth communication, and combine disease prevention and control. When natural disasters and storms occur, local forces are deployed 24/7. Areas at risk of landslides and deep flooding are marked with warning signs, blockades are organized, and people and vehicles are prohibited from traveling. The ward also has a plan to evacuate people from low-lying areas, riverbanks, streams, and areas at risk of landslides or flash floods. In cases of non-compliance with evacuation, enforcement will be organized, and plans will be made to protect people's property. In the recent storm No. 3, Mong Duong had many low-lying areas, and drainage was basically timely, without causing major impacts on people's lives and production.
Mr. Nguyen Manh Cuong, Vice Chairman of Mong Duong Ward People's Committee, said: In the face of complicated weather developments and proactively responding to heavy rain after the storm, the ward has established working groups in vulnerable areas to be on duty 24/7. Up to now, storm and flood prevention and control work has been deployed synchronously, ensuring safety. The ward continues to maintain on-duty forces, ready to handle situations arising from post-storm circulation; requires agencies, units, and neighborhoods to maximize their proactive spirit, focus on protecting people's lives and property; ensure adequate supplies, resources, and equipment for flood prevention and control, and strengthen propaganda and strictly control areas prone to flooding and landslides during the storm season.
