The Thuong River is rising, and some embankments and dikes are at risk of overflowing. In response, on the morning of October 8th, local authorities opened several flood control gates in My Tuong and Tan My residential areas to reduce pressure on the main dike.

Residents also proactively moved their belongings to higher ground and stockpiled food in anticipation of being isolated. Mr. Nguyen Duc Luu, a resident of My Tuong neighborhood, shared: “Last year, due to the impact of Typhoon Yagi , half of my house was flooded on the first floor. This year, observing the water level and following the ward's warnings, my family has moved our rice and other belongings to higher ground to avoid damage.”

Many households also prepared boats for transportation during floods. The Hai Phu brick factory and the My Tuong residential area even mobilized high-capacity pumps to pump out water to prevent flooding and protect production.
Upon receiving warnings about the risk of major flooding, the Party Committee of Tan An Ward issued a document directing comprehensive efforts to prevent and mitigate the effects of Typhoon No. 11. The People's Committee of the ward also quickly deployed working groups to conduct on-site inspections in all 42 residential areas, especially those located within the Lang Son-Tri Yen dike system. Key infrastructure such as schools, health stations, pumping stations, and agricultural production areas were thoroughly reviewed.

Given the continuing rise in river levels, the Standing Committee of the Party Committee and the Civil Defense Command of the ward have agreed on a plan to release floodwaters from the Lang Son - Tri Yen embankment area. From October 7th, they instructed the 13 residential areas in the flood release zone, including Tan My, Dong Thuong, Ngoc Lam, My Tuong, Tam Son, Hong Son, Long Son, Tan Phuong, Long Khanh, Duc Thanh, Nam Bac Thanh, Duc Thinh, and Son Thuong, to urgently evacuate people and property to safe locations.

Police forces, militia, and self-governing groups were mobilized to assist with evacuations, ensure traffic safety, and maintain public order. Local broadcasting systems continuously broadcast announcements and warnings to the public.
According to Comrade Dao Cong Hung, Secretary of the Ward Party Committee, the ward has ensured absolute safety for its residents, but the severe flooding has caused landslides and damaged roads in some areas. In the agricultural sector, thunderstorms combined with heavy rain have flattened and flooded more than 250 hectares of rice, vegetables, and aquaculture ponds.
The ward's Civil Defense Command directed neighborhood groups to inspect and compile damage statistics and implement initial remedial measures such as building localized flood barriers using sandbags and covering low-lying areas with tarpaulins.

In the coming period, Tan An ward will continue to maintain and organize 24/7 duty shifts, conduct on-site inspections, and review residential areas along the river and low-lying areas at risk of flooding.

Emergency response forces are ready to deploy evacuation, rescue, and relief plans should adverse situations occur. At the same time, the ward will continue to assess and compile damage statistics, implement social welfare policies, and support people in restoring production and stabilizing their lives after the natural disaster.
