All 15 socio -economic targets were achieved.
Reporting to the supervisory delegation, Vice Chairman of the People's Committee of Bac Tu Liem District, Le Thi Thu Huong, stated that during the 2020-2025 period, the district's economy consistently maintained a relatively high growth rate, with each year's growth exceeding the previous year's. In 2020, the total value of production in the district reached 44,632 billion VND. By 2025, the district's economy is expected to experience rapid and strong growth, with the total value of production estimated at 81,449 billion VND. The average growth rate of production value in the district is 12.97%.

Regarding the 15 socio-economic development targets assigned by the City for the 2020-2025 term, the district has performed well, achieving 100% of the targets, with 4 out of 15 targets exceeded. Budget revenue consistently exceeded the City's annual targets, showing good and consistent growth each year; total state budget revenue for the 2020-2025 period is estimated at 29,924 billion VND (reaching 125% of the total City-assigned target for the 2020-2025 period), exceeding the plan by 25%.
With the goal of building a prosperous, civilized, and comprehensively and sustainably developed Bac Tu Liem district based on rapid and effective growth and structural transformation, the production value structure of Bac Tu Liem district in the 2020-2025 period has undergone significant changes: in 2020, the trade and service sector accounted for 30.2%; by 2025, the trade and service sector will account for approximately 34.64% of the total economic structure in the district.

The industrial and construction sectors accounted for 68.1% of the total value of production in the district in 2020; this figure is expected to decrease to 64.48% by 2025. The agricultural sector is trending downwards, in line with the district's urbanization process...
The district continues to strengthen investment in construction, directing the exploitation of all resources and the effective use of investment capital. From 2021 to the present, the district has started construction on 204 out of 260 projects and completed 232 projects. The completed projects, once put into use, have contributed to achieving the annual socio-economic development plan targets in the district.
In the management of construction activities, construction order, urban management, and urban traffic, the district will select key projects with breakthrough potential for investment during the 2021-2025 period, aiming to promptly address bottlenecks.
The District People's Committee has directed the project investors to urgently accelerate the progress of land clearance and construction of the projects. To date, 25 new road construction projects with cross-sections ranging from 13m to 23m have been implemented, with a total investment of approximately 2,500 billion VND.

Key transportation routes in the city are being implemented aggressively, such as: constructing the Tay Thang Long road section from Pham Van Dong to Van Tien Dung; constructing the Lien Mac infrastructure complex (phase 1); constructing the Thuong Cat bridge and approach roads at both ends; constructing roads No. 3 and No. 5 in the Tay Ho Tay area… with a total investment of approximately 37,520 billion VND; 70 projects to renovate alleyways and residential areas have been implemented. The number of kilometers of transportation roads completed during the 2021-2025 period is approximately 8km.
Prioritize urban transportation infrastructure projects in the area.
During the working session, members of the Supervisory Delegation requested the district to supplement and clarify several issues regarding the implementation of assigned planning tasks in urban infrastructure development. These included the results of land use right auctions; administrative reform and support for businesses and residents in the district; the results of decentralizing state management in some infrastructure and socio-economic sectors; and the handling of complaints, denunciations, and local security and order.

Concluding the meeting, Vice Chairman of the Hanoi People's Council Pham Qui Tien highly appreciated the efforts of Bac Tu Liem district in implementing socio-economic development; the results of budget revenue consistently exceeded the city's annual targets, showing good and consistent growth year after year.
To fulfill the tasks of Plan 5 as stipulated in the District People's Council resolution and to make a positive contribution to the overall results of the city's five-year plan, the Head of the Supervisory Delegation suggested that in the coming period, Bac Tu Liem District should focus on implementing tasks related to land use rights auctions; strengthening land management and construction order; and ensuring that approved plans are strictly implemented. At the same time, attention should be paid to urban development projects and urban infrastructure in the district to create good connectivity with the core urban districts of the city.

Emphasizing the lack of social infrastructure in Bac Tu Liem district, and with the view that transportation must be prioritized, Vice Chairman of the Hanoi People's Council Pham Qui Tien suggested that the district should focus on urban transportation infrastructure projects. Initially, the district should propose a plan to the city regarding specific mechanisms and policies for the district, attracting investors to create momentum for rapid and sustainable development.
The head of the supervisory delegation also suggested that in the coming period, departments and agencies should advise the city on determining socio-economic development targets, including specific targets for districts and counties; and at the same time, review the decentralization and delegation of authority so that units can proactively implement the set targets.
