General Nguyen Tan Cuong said the Ministry of National Defense mobilized 240,580 officers and soldiers along with more than 4,000 vehicles to be ready to respond to storm No. 10.
On the morning of September 27, Deputy Prime Minister Tran Hong Ha, Deputy Head of the National Steering Committee for Civil Defense, chaired a meeting to deploy response to storm number 10 (storm Bualoi).
Reporting at the meeting, General Nguyen Tan Cuong, Chief of the General Staff of the Vietnam People's Army and Deputy Minister of National Defense, said that the Ministry of National Defense issued instructions to the entire army, especially Military Region 3, Military Region 4, and Military Region 5 - the areas directly affected.
" The ready force currently has 240,580 officers and soldiers along with more than 4,000 vehicles ," said the General.
The military regions have requested the provincial Military Command to coordinate with localities to inspect, supplement plans, and proactively help people harvest rice and crops, and evacuate from flooded and landslide areas.
According to the Chief of the General Staff of the Vietnam People's Army, the Navy, Coast Guard, Air Defense - Air Force, and Army Corps 18 are preparing means for rescue at sea and by air.
The telecommunications force, especially Viettel Group, has reviewed the entire system to ensure smooth command from the central to the grassroots level.
The Ministry of National Defense will deploy forces to be present in key areas, to prevent situations of separation, isolation, and loss of contact, and coordinate with localities to survey risky areas, ready to mobilize forces from the Central or local levels as required.
General Nguyen Tan Cuong affirmed that the Ministry of National Defense will maintain a readiness regime, coordinate with localities and on-site forces, increase propaganda on mass media, and avoid subjective psychology after storm No. 9.
The storm's intensity shows no sign of decreasing before making landfall.
According to the report of the Ministry of Agriculture and Environment, currently, storm number 10 is in the Central East Sea with intensity of level 11-12, gusting to level 15.
The storm continues to move much faster than initially forecast (about 35-40 km/h, nearly double the average speed), with strong storm intensity and wide range of influence, which can cause combined impacts of many types of natural disasters such as strong winds, heavy rains, floods, flash floods, landslides and coastal flooding.
Compared to the previous storm No. 9, storm No. 10 is not affected by cold air, the sea surface temperature is currently high (29°C), the circulation is wide and strong, the southwest monsoon is also active, adding abundant moisture. Therefore, the storm continues to strengthen, with no sign of slowing down much before making landfall.
When approaching the sea about 200 km from Da Nang (early morning of September 28), storm No. 10 is likely to reach its strongest intensity, level 13-14, gusting to level 15-16; reaching the shore it is still level 11-12, coastal level 12-13.
Deputy Minister of Agriculture and Environment Nguyen Hoang Hiep said that from 5 p.m. on September 28, strong winds of level 6 will affect Thanh Hoa to Quang Tri, so localities must ban going to sea from noon on September 27.
On land, Deputy Minister Nguyen Hoang Hiep emphasized the urgent requirement that evacuation from dangerous areas must be completed before 5 p.m. on September 28, to avoid people evacuating late when the storm has already entered, and to ensure essential goods on the spot due to the risk of isolation.
Directive speech, Deputy Prime Minister Tran Hong Ha said that storm number 10 is a type of storm that moves along the sea, which is very difficult to predict, can easily cause errors and affect people's prevention work.
Regarding the direction of response work, the Deputy Prime Minister emphasized that we have just established the National Civil Defense Steering Committee and are gradually researching to build a methodical and effective management mechanism, linked to the Central - local decentralization, promoting the "four on-the-spot" principle.
" Not only from each commune, but also from inter-commune and inter-regional forces and resources must be mobilized, including forces and materials from many sources (from local and central forces in the area, businesses, etc.); not only from materials and equipment, but also from ensuring communication, drinking water, and food for people in isolated areas... ", Deputy Prime Minister Tran Hong Ha said.
The Deputy Prime Minister requested that localities strictly implement the following timelines: Before 12:00 on September 27, absolutely control ships at sea; by 17:00 on September 27, stop all activities at sea, absolutely no delay is allowed.
The Deputy Prime Minister paid special attention to information, forecasting and communication work. Forecasting agencies must provide scientific and accurate information, along with specific recommendations so that people can understand, not be subjective, and not panic.
" Information must reach fishermen and people in vulnerable areas. Not only through newspapers and radio, but also through text messages, national defense systems, border guards, and coast guard. Telecommunications companies, the army, Viettel, and VNPT must ensure uninterrupted communication, even in the event of widespread power outages ," said the Deputy Prime Minister.
Deputy Prime Minister Tran Hong Ha requested working groups of the National Civil Defense Steering Committee to directly inspect and accelerate response work to storm No. 10 in key localities, "few meetings, many scenes", grasp the situation, and have scenarios ready to deploy immediately when needed.
