By 4 p.m. on September 28, storm No. 10 had directly affected many provinces in the Central region. In the road sector, National Highway 8C ( Ha Tinh ) was flooded 60cm deep at Km133+304, causing traffic jams. Management units have urgently set up barriers and deployed guards, and are expected to reopen traffic that same evening. Other national highways remain open, with no major damage recorded.
In the maritime sector, the situation is more complicated. On the morning of September 28, two fishing boats numbered BV 4670-TS and BV 0042-TS had an accident in the Cua Viet channel area ( Quang Tri ). One boat completely sank, the other boat had a broken side, water flooded into the compartment. By the afternoon, the rescue team had rescued eight fishermen, but three crew members were still missing.
The Vietnam Maritime Administration is working closely with border guards and local authorities to continue the search. In addition, 670 vessels in the area from Quang Ninh to Quang Ngai have been asked to move to safe shelters and maintain regular contact to promptly handle the situation.
Heavy rain and strong winds have caused many serious incidents on the railway. At Km466+610 (Lac Son - Le Son section), rocks falling from the mountain broke a sleeper, deforming a 12.5m long section of rail. At tunnel No. 6 (Km725+210), a large section of stone wall was peeling off, posing a risk of widespread landslides, forcing a temporary closure for repairs.
The railway signalling system was also severely damaged with dozens of devices destroyed by thunderstorms and lightning. Vietnam Railways Corporation has mobilized human resources and equipment to urgently fix the problem, ensuring the fastest possible route clearance.
In the aviation sector, since the morning of September 28, many flights have been canceled or delayed at airports in the Central region. Specifically, Da Nang airport had 8 cancellations, 51 delays and 6 flights had to be diverted; Phu Bai canceled 28 flights; Dong Hoi canceled 2 flights; Tho Xuan canceled 4 flights. A total of 64 flights had to change their routes to avoid the storm.
In response to the above impacts, the Ministry of Construction emphasized and requested units to be on duty 24/24 hours, closely monitor the storm's developments, and coordinate closely with local authorities and rescue forces. Units were directed to prepare plans to relocate equipment and assets; proactively divert traffic from a distance in areas at risk of landslides and flooding; and ensure absolute safety for people, constructions and vehicles.
