In particular, with the viewpoint of identifying natural disaster and epidemic prevention, rescue and environmental protection as "combat missions in peacetime", over the past 45 years (1975-2020), the Military Region 5 has always promoted its core, pioneering role in natural disaster and epidemic prevention, rescue and environmental protection. Although the implementation of the mission always faces numerous difficulties and challenges, with tireless efforts and efforts, the Military Region 5 has achieved many great achievements, with practical significance in politics , economy, culture, society, national defense and security.

Pursuant to Directive No. 1498-CT/QUTW dated November 4, 2022 of the Central Military Commission, the Party Committee and Command of Military Region 5 have directed the research and implementation of the project "Summary of the Party's leadership and leadership, and the leadership and leadership of the Military Region 5 Armed Forces in preventing and combating natural disasters, epidemics, search and rescue, and environmental protection (1975-2020)".

After more than 2 years of implementation, the project has completed the 3rd draft on schedule. The project has achieved quite good quality, with a scientific and reasonable structure. The content presents systematically, comprehensively, truthfully and objectively the basic issues of CTTĐ, CTCT of Military Region 5 in preventing and fighting natural disasters, epidemics, rescue, and environmental protection.

At the workshop, the Editorial Board reported on the results of research, compilation and synthesis of comments from agencies, units, experts and scientists for the project. The comments at the workshop focused on clarifying theoretical and practical issues in the process of leadership, direction and organization of the implementation of CTĐ and CTCT activities of the Military Region 5 in performing the tasks of preventing and fighting natural disasters, epidemics, rescue and environmental protection; achievements, limitations, causes, lessons learned and proposals and recommendations...
