Tourism development is associated with preserving and promoting the value of national cultural heritage, natural resources, exploiting the advantages of each locality and strengthening regional linkages.

Simultaneously develop domestic and international tourism ; respect and treat tourists equally, including natural landscapes, geological, geomorphological, climatic, hydrological, ecological and other natural elements that can be used for tourism purposes.
Cultural tourism resources include historical - cultural relics, revolutionary relics, archeology, architecture; traditional cultural values, festivals, folk arts and other cultural values; creative works of human labor that can be used for tourism purposes.

Accordingly, the Ministry of Culture, Sports and Tourism shall preside over and coordinate with the provincial People's Committees and relevant state agencies to investigate, evaluate and classify tourism resources as a basis for tourism planning; manage, exploit and promote the value of tourism resources and develop tourism products.
The State has policies to manage, protect, embellish, reasonably exploit and promote the value of tourism resources nationwide to develop sustainable tourism. The Ministry of Culture, Sports and Tourism shall preside over and coordinate with ministries, ministerial-level agencies and provincial People's Committees in managing, protecting, embellishing, reasonably exploiting and promoting the value of tourism resources.
Agencies, organizations, individuals, and communities managing tourism resources are responsible for protecting, investing in, and enhancing tourism resources, creating favorable conditions for tourists to visit and enjoy the value of tourism resources; coordinating with competent state tourism management agencies in protecting and exploiting tourism resources for other economic purposes.
