Strictly manage fishing vessels.

Many localities are implementing comprehensive inspections, reviews, and data updates on fishing vessels to ensure accurate identification and strict management, serving the goal of ending illegal, unreported, and unregulated (IUU) fishing.

In the Phu Quy Special Economic Zone, there are currently 1,595 fishing vessels 6 meters or longer. 100% of these vessels have been registered, inspected, and updated on the VNfishbase system. Over the past period, the police have coordinated with relevant agencies and localities to implement many comprehensive and decisive solutions to protect aquatic resources, aiming to completely end illegal fishing and contribute to sustainable marine economic development. The police have established four task forces to conduct a high-intensity campaign to comprehensively inspect, review, and update all fishing vessel data for identification and residency management purposes. These task forces directly visited fishing ports, mooring areas, and individual vessel owners and captains to check legal documents, classify eligible vessels from those violating regulations, compile information on crew members and chief engineers, and inspect the status of vessel tracking devices.

Along with inspections, the police force also focused on public awareness campaigns. Through direct meetings, officers and soldiers guided and disseminated regulations on illegal, unreported, and unregulated fishing, clarifying the harmful effects of illegal fishing on aquatic resources and the risk of losing export markets if regulations are not followed. As a result, fishermen raised their awareness, voluntarily complied with the law, and cooperated with the government in protecting the sea and islands and developing a sustainable marine economy.

In Tan Hai commune, the commune police have closely coordinated with the commune People's Committee and the border guard team to conduct a detailed review and inventory of each fishing vessel operating or anchored. The inspection focused on registration documents, inspection certificates, fishing licenses, VMS (Vehicle Management System) operations, crew information, and fishing schedules, aiming to promptly detect violations or vessels that do not meet the requirements for departure. Based on this, the police force provided guidance, corrections, and strictly handled cases of deliberate violations. The Tan Hai commune police organized for 100% of boat owners in the area to sign a commitment "Not to violate foreign waters." In many cases, officers had to visit the owners' homes to persuade them because the boat owners were not regularly at the dock. This activity clearly demonstrates the sense of responsibility and the support of the local police force for fishermen in implementing the Government 's major policy on preventing and combating IUU (Illegal, Unreported, and Unregulated) fishing.

Lieutenant Colonel Vo Xuan Binh, Deputy Head of the Administrative Police Department for Social Order, Provincial Police, stated: “We have organized inspection units to guide local police forces in carrying out their duties, reviewing information on boat owners and crew members to cross-check and verify all information against the National Population Database, and strictly managing residency registration and management. This aims to ensure security and order at sea, preventing illegal fishing in foreign waters. Public awareness campaigns have also been intensified to help fishermen understand their responsibilities and work together with the whole country to remove the ‘yellow card’ as soon as possible.”

As of November 20, 2025, police at all levels in the province had reviewed and compiled records for 294 fishing vessels that had ceased operations; and collected and updated information on 8,107 fishing vessels. This included 8,107 vessel owners, 1,018 captains, 1,138 chief engineers, and 6,343 crew members. The province completed the full updating of information for 8,086 fishing vessels, achieving 99.7%; and updated but incomplete information for 21 fishing vessels, achieving 0.3%.
