Strict management of fishing vessels

Many localities are conducting general inspections, reviews and updating of fishing vessel data to ensure identification and strict management, serving the goal of ending illegal, unreported and unregulated (IUU) fishing.

Phu Quy special zone police check information of ship owner and crew

In Phu Quy special zone, there are currently 1,595 fishing vessels of 6 m or more. 100% of these vessels have been registered, inspected and updated on the VNfishbase system. Recently, the police have coordinated with sectors and localities to synchronously and drastically deploy many solutions to protect aquatic resources, aiming to completely end illegal exploitation, contributing to the development of a sustainable marine economy . The police have established 4 working groups to carry out a peak period of general inspection, review and update all fishing vessel data to serve the work of identification and residence management. The working groups directly go to fishing ports, anchorages, and to each house of ship owners and captains to check legal documents, classify qualified vessels, violating vessels, collect information on crew members and chief engineers; and at the same time check the status of voyage monitoring equipment.

Along with inspection, propaganda work is also focused on by the police force. Through direct meetings, officers and soldiers have instructed and disseminated regulations on illegal, unreported and unregulated fishing, clarifying the harmful effects of illegal fishing on aquatic resources as well as the risk of losing export markets if regulations are not complied with. Thereby, fishermen raise awareness, voluntarily comply with the law, and accompany the government in protecting islands and developing a sustainable marine economy.

In Tan Hai commune, the commune police have closely coordinated with the commune People's Committee and the border guard team to conduct detailed inspections and inventories of each fishing vessel operating or anchored. The inspection focuses on registration papers, inspections, fishing licenses, VMS operations, crew information and fishing schedules, in order to promptly detect violations or vessels that are not qualified to leave port. On that basis, the police force guides, corrects and strictly handles cases of intentional violations. Tan Hai commune police have organized 100% of the local ship owners to sign a commitment "Not to violate foreign waters". In many cases, officers have to go to the house to persuade because the ship owners are not often at the port. This activity clearly demonstrates the sense of responsibility and companionship of the grassroots police force with fishermen in implementing the Government 's major policy on preventing and combating IUU fishing.

Lieutenant Colonel Vo Xuan Binh - Deputy Head of the Department of Administrative Management of Social Order, Provincial Police said: "We have organized inspection units, guided the grassroots police force to deploy tasks, check information of boat owners and crew members to compare and check all information according to the National Database on Population, strictly manage according to the registration and residence management functions. Thereby, ensuring security and order at sea, preventing the encroachment of foreign waters for illegal exploitation. Propaganda work has also been promoted so that fishermen clearly understand their responsibilities and join hands with the whole country to remove the "yellow card" as soon as possible."

As of November 20, 2025, the police at all levels in the province have reviewed and compiled records of 294 inactive fishing vessels; collected and updated information on 8,107 fishing vessels. Of which, 8,107 are ship owners, 1,018 are captains; 1,138 are chief engineers; 6,343 are crew members. The province has completed updating complete information on 8,086 fishing vessels, reaching 99.7%; and updated incomplete information on 21 fishing vessels, reaching 0.3%.
