According to Mr. Ho Tan Minh, Chief of Office of the City Department of Education and Training, the reason some schools are only allowed to enroll 1-4 10th graders in the 2025-2026 school year is because the schools have a small number of students graduating from grades 5, 9 and 12 in the previous school year, leading to a decrease in the admission capacity of the new school year.
But while the number of students in public schools is 40-50 students/class, for private schools with only one level of education, high school, the Department of Education and Training's enrollment quota for grade 10 is only more than 20 students/class. For example, Hung Dao High School is allowed to enroll 5 classes with a total of 115 students; Tran Quoc Tuan High School is allowed to enroll 5 classes with a total of 119 students; Thu Khoa Huan City School is allowed to enroll 7 classes with 180 students... showing that the classrooms do not ensure the area because the facilities are converted, the function is changed from houses, offices... into classrooms, forcing the Department of Education and Training to reduce the number of students per class to such a low level.

Mr. Minh said that in general, schools that have been assessed and licensed by the Department of Education and Training have all ensured the land area or floor area standards for one student. However, the land use function of private educational institutions was not mentioned by the representative of this department. Regarding the issue of townhouses, restaurants, and pubs being renovated to establish schools, the representative of the Department of Education and Training said that they will only consider and assign enrollment quotas when the facilities are licensed.
It is expected that by the end of this year, Ho Chi Minh City will reach the target of 300 classrooms per 10,000 school-age people. The representative of the Department of Education and Training also admitted that this ratio is not equal between levels of education. If preschool level reaches 478 classrooms, primary level only reaches 262 classrooms, secondary level reaches 237 classrooms and high school level only reaches 257 classrooms per 10,000 people. This shows that the planning work for the development of facilities of the public and non-public school system has not been carried out systematically, leading to an excess of schools at many levels and a shortage of schools at many levels. This is also the main cause of the situation of school overload that has occurred severely for many years in the Ho Chi Minh City area before the merger.
Public schools are not enough, so private schools play a quite important role, but even with private schools, the development planning work has been lax. In Tan Binh area, District 12 (old), the number of private schools has grown densely, while in the whole District 9 area, there were only a few private high schools. This situation makes it difficult for many students to choose a private school a few kilometers away from home, not being able to enter grade 10 of a public school in the area.

As reported by CAND Newspaper in the above series of articles, on June 3, Mr. Duong Tri Dung, Deputy Director of the Department of Education and Training, signed a document requesting 15 private high schools to review and report on the conditions of their facilities - a very difficult issue to meet, especially the criteria for educational land. On June 25, Director of the Department of Education and Training Nguyen Van Hieu signed a decision to assign the enrollment quota for grade 10 to Tran Nhan Tong High School at 200 Tan Hoa Dong Street, Binh Tri Dong Ward with a scale of 5 classes and 150 students; on June 26, the Director of the Department of Education and Training continued to sign a decision allowing Ly Thai To High School to enroll students at 2 training facilities in An Hoi Tay Ward and An Nhon Ward with a scale of 9 classes and a total of 350 students. Along with the above decisions is the requirement that the school must "ensure adequate facilities" according to regulations.
So far, only a total of 58 private schools have been granted enrollment quotas for grade 10 for the new school year. According to the initial list of quotas for 64 schools, there are still 6 schools without names, plus dozens of schools that have not been licensed to operate. Mr. Ho Tan Minh affirmed that the Department of Education and Training has published the list of licensed facilities on the electronic information portal for people to know. Among these, there has been a phenomenon of "illegal" enrollment.
Specifically, the location of Thang Long High School at 115 Phan Huy Ich, Tan Son Ward, although not on the list of students granted enrollment quotas or the list of students required to be reviewed by the Department of Education and Training, has been posting a sign for enrollment in grades 10-11-12 for the new school year for a long time. Meanwhile, on the Department of Education and Training's system, this school only has one main office at 114-116 Hai Thuong Lan Ong, Cho Lon Ward. This is just one of the private schools and campuses that have illegal enrollment and training activities. Therefore, it is necessary to prevent these types of "illegal" schools from the beginning, avoiding the situation of only detecting and handling the incident after the fact, affecting students when the school year has already begun.
