During the year, the Provincial People's Committee issued a Decision decentralizing the authority to issue standards and norms for the use of specialized machinery and equipment of agencies, organizations, and units under the province's management; a Decision stipulating standards and norms for the use of specialized areas and decentralizing the authority to issue standards and norms for the use of public service facilities of agencies, organizations, and units under the province's management; and a Decision promulgating the list of specific fixed assets, the list, depreciation period, and depreciation rate of intangible fixed assets under the province's management. The decision was made to establish a Steering Committee for the inventory of public assets at agencies, organizations, and units, including infrastructure assets invested and managed by the State within the province's jurisdiction... At the same time, the Department of Finance was tasked with regularly reviewing, recommending, and proposing to competent authorities amendments, additions, or new issuances of norms, standards, and regulations for managing public assets (buildings, land, machinery, equipment, vehicles), procurement, and management of public assets, thereby ensuring that units manage and use public assets effectively, economically, and prevent waste.
As of the end of the third quarter of 2024, all 227/227 state management units in the province had implemented the regime of autonomy and self-responsibility in the use of personnel and administrative management funds for state agencies according to Government Decrees 130/2005/ND-CP and 117/2013/ND-CP, including 40 provincial-level units; 123 district-level units and 64 commune-level units, accounting for 100% of the total number of state agencies.
Furthermore, in accordance with Government Decree 60/2021/ND-CP dated June 21, 2021, and the Ministry of Finance's Circular 56/2022/TT-BTC dated September 16, 2022, guiding some aspects of the financial autonomy mechanism of public non-business units, the Provincial People's Committee assigned the Department of Finance to urge units to review and revise their autonomy plans and guide the implementation of the financial mechanism according to regulations. To date, 375 public non-business units have implemented Decree 60/2021/ND-CP (including 21 units that fully cover their recurrent expenditures, 73 units that partially cover their recurrent expenditures, and 281 units whose recurrent expenditures are fully covered by the State).
The implementation of public asset management has contributed to raising awareness among officials and employees in the province; all agencies and units have developed internal spending regulations and regulations for managing and using assets in accordance with regulations. The province has also implemented many measures to practice thrift and combat waste; expanded transparency and collective supervision of officials and employees in budget spending; effectively implemented the grassroots democracy regulations; and included the results of thrift and waste prevention in the year-end evaluation and ranking of officials and employees. As a result, agencies and units have effectively managed and utilized budget funds and allocated personnel; saved unnecessary expenses, increased income for officials and employees, and contributed to improved work efficiency.
