Management and operation of irrigation reservoirs

According to Deputy Minister Nguyen Hoang Hiep, the irrigation reservoir system is large, but many have existed for 100 years, 50 years... but there are no regulations on when to stop exploitation. Currently, the actual capacity of reservoirs and the design capacity are very different. Many reservoirs have doubled their capacity after survey, but there are also reservoirs with half of it. In addition, early warning and long-range warning are still weak and this needs to be invested in with science and technology. These are big stories in the management and operation of irrigation reservoirs.

At the conference, Mr. Nguyen Dang Ha, Head of the Dam and Reservoir Safety Department, Department of Irrigation, said that the country has more than 7,300 dams and irrigation reservoirs. Of these, nearly 600 dams are over 5m high and more than 6,700 reservoirs with a total dam length of about 1,182km and a total storage capacity of about 15.2 billion cubic meters.

Of the total, irrigation reservoirs have large flood prevention capacity such as Cua Dat, Ngan Truoi, Ta Trach, Dau Tieng... In addition, irrigation reservoirs also have the task of providing water for electricity generation, creating space for solar power development, aquaculture, tourism development...

However, the installation of monitoring equipment for dams and reservoirs - an important solution to monitor and evaluate the safety of the works - is still limited. The unit cited evidence that 5 reservoirs have been installed but not completed, or are damaged and need to be upgraded (Cua Dat, Ta Trach, Cam Son, Kim Son, Dau Tieng); 5 reservoirs have been completed (Ngan Truoi, Ia Mor, Nui Coc, Cau Moi, Song Ray); 1 reservoir is being completed (Dai Lai); 2 reservoirs have not been completed (Bau Nhum, Suoi Giai). These shortcomings need to be overcome in the coming time.

With reservoirs whose dams are earth dams managed by local authorities before the 2024 flood, there were about 340 severely damaged reservoirs nationwide. After the recent floods, 68 more reservoirs were created, not to mention the damaged reservoirs before the flood that were further damaged. Thus, these 408 damaged reservoirs have not been allocated funds for repair and upgrading.

Legally, irrigation reservoirs must be operated according to established, approved, and publicly announced operating procedures as prescribed. However, currently only 28% of reservoirs have established operating procedures. In addition, only 17% of reservoirs have been equipped with specialized hydrometeorological monitoring equipment and reservoir operation monitoring equipment such as automatic rain gauges in the basin, flow and water level measuring equipment. Meanwhile, these are effective supporting devices for directing and operating reservoirs according to approved operational management and actual developments.
