Quang Duc Commune: Breakthrough opportunity from border gate economy

Quang Duc commune was established on the basis of merging Quang Thanh, Quang Thinh and Quang Duc communes of Hai Ha district, headquartered at the current headquarters of the Party Committee, People's Council and People's Committee of Quang Thanh commune. After the merger, the total natural area of the commune is 131km2, with a population of nearly 12,000 people. In particular, the entire Bac Phong Sinh Border Gate Economic Zone with an area of over 9,300 hectares is located entirely within the administrative boundaries of the commune. This is an economic zone oriented to develop into a dynamic, smart international border gate economic zone, developing trade, services, tourism, logistics and supporting industries; closely linked with neighboring border gate economic zones such as Hoanh Mo - Dong Van, Mong Cai and Hai Ha seaport industrial park.

Mr. Nguyen Quang Hung, Deputy Head of Bac Phong Sinh Border Gate Customs, said: In the province's development strategy, Bac Phong Sinh Border Gate is identified as an important link connecting trade and logistics from the eastern coastal region with the Chinese and ASEAN markets. Therefore, this will be an irreplaceable advantage in terms of scale and strategic role of the commune in international integration and linkage.

Representatives of Bac Phong Sinh Border Gate Customs presented flowers to welcome the first Chinese passengers entering and exiting Vietnam after the official operation ceremony of the passenger entry and exit route from Bac Phong Sinh (Vietnam) - Ly Hoa (China).

Currently, the Bac Phong Sinh border gate area is gradually receiving synchronous investment in traffic and logistics infrastructure. On June 25, 2024, the authorities of Vietnam and China officially held a ceremony to announce the upgrading of the Hoanh Mo (Vietnam) - Dong Trung (China) border gate to a pair of bilateral border gates, including the Bac Phong Sinh (Vietnam) - Ly Hoa (China) Customs Clearance.

Most recently, on May 29, the People's Committee of Hai Ha district coordinated with the People's Government of Fangcheng District (China) to organize the official opening ceremony of the passenger entry and exit route from Bac Phong Sinh (Vietnam) - Ly Hoa (China). The above events have opened up opportunities for trade development, increased import and export of goods and people-to-people exchanges between the two countries. In addition, the Hai Ha 2 Industrial, Trade and Service Park and Quang Duc and Quang Thanh industrial clusters have also been planned in the commune, creating an ideal land fund to attract domestic and foreign investors. Not only that, the modern Van Don - Mong Cai expressway has been completed, connecting the border area with the central area of the province and the northern economic region, shortening the time of transporting goods, creating ideal conditions to attract strategic investors in trade logistics, logistics and deep processing.

In the vision to 2030, Quang Duc commune identifies the border gate economy as a "key lever" to strongly shift the economic structure to industry - services. The draft Resolution of the Commune Party Congress for the term 2025-2030 has set out a clear direction to strongly develop the trade, logistics services, supporting industries and production associated with import-export activities.

Accordingly, strive to increase the proportion of industry - construction and trade - services to account for more than 70% of total value; average income per capita to reach at least 110 million VND/year; 100% of schools to meet national standards, 100% of solid waste to be treated, and forest cover to remain stable at over 70%.

To realize the above goals, Quang Duc commune has identified 5 key groups of solutions in the coming time, including: Strengthening Party building and political system; developing border gate economy associated with growth model innovation; completing synchronous infrastructure; improving the quality of human resources and public services; ensuring national defense and security, expanding border diplomacy.

In particular, to turn the potential of the border gate into economic reality, Quang Duc identified the infrastructure problem as the key. In the coming term, the commune will propose to prioritize resources for synchronous investment in technical infrastructure and social infrastructure in the border gate area, including: Border gate access roads, water supply and drainage systems, power grid, digital infrastructure, quarantine centers, inter-sectoral offices, bonded warehouses, and banking and financial services. In addition, continue to stably operate the Bac Phong Sinh - Ly Hoa Customs Clearance, expand customs clearance time, types of goods allowed for import and export, and promote bilateral cooperation mechanisms with the Chinese side to improve border gate efficiency.

Along with infrastructure is administrative and institutional reform, Quang Duc is promoting the construction of digital government, friendly administration, supporting businesses and investors to quickly access procedures on land, investment, etc.

The expansion of administrative boundaries not only creates favorable conditions for management and operation but also opens up a large space to promote the advantages of the border area, especially the potential for economic development at the border gate. From there, Quang Duc will gradually become a new model of a dynamic, modern and unique border commune.
