
Ms. Ngo Thi Nhuong, residing in Bach Long village, Dong Chau commune, is a poor household facing extremely difficult circumstances, with her house being dilapidated and in serious disrepair. Given this situation, the Provincial Party Committee's Internal Affairs Department and Hung Yen Petroleum Company Limited collaborated to provide financial assistance for Ms. Nhuong to build a new house. After two months of construction, in mid-October, the house was completed with an area of over 50 square meters and a total cost exceeding 200 million VND. Of this amount, the Provincial Party Committee's Internal Affairs Department and Hung Yen Petroleum Company Limited contributed 100 million VND; the Vietnam Foreign Trade Commercial Bank (Vietcombank) Thai Binh Branch contributed 25 million VND; and the remaining funds were provided by relatives and local organizations. Ms. Nhuong expressed her joy: "My family's house is a house of compassion, warm and loving. Without the joint efforts and support of all levels of government, agencies, and benefactors, I don't know when I would have been able to have such a sturdy house." Having a new house will give me more motivation to strive, work hard, and stabilize my life.
Dao Anh D., from Ben Hiep village, Minh Tho commune, is an orphan, having lost both her parents. She currently lives with her elderly and frail aunt, and her family is classified as poor. Despite her difficult circumstances, D. always strives to excel in her studies and has become an excellent student. At the beginning of the 2025-2026 school year, she received a scholarship from benefactors. For D., this support is a source of encouragement to work hard and excel in her studies. Meanwhile, for Ms. Nguyen Thi Mai, a disabled person from Quyet Thang village (Than Khe commune), receiving vocational training in sewing has helped her family earn a living. Ms. Mai said emotionally: "Both my husband and I are disabled. I've been taught sewing, giving me a stable 'fishing rod' (means of livelihood). The benefactors' thoughtful gifts have provided my family with additional resources to support our children's education."
Each vulnerable person has their own circumstances, but they are all easily harmed and face many limitations in accessing basic living conditions such as employment, healthcare, and education . In the province, to support vulnerable people in a practical and effective way, in addition to fully and promptly paying out state support policies, every year during holidays and festivals, Party committees and authorities at all levels organize many practical and meaningful activities, visiting and giving gifts to vulnerable people. Many activities have been implemented in accordance with reality, such as: giving gifts to poor households, providing housing support, awarding scholarships to students in difficult circumstances, providing free medical examinations and treatment, vocational training and creating jobs for people with disabilities... With a core role as a bridge and coordinator in humanitarian activities, the Red Cross branches at all levels in the province have effectively implemented movements and campaigns that attract the participation of a large number of people in the province. From the beginning of the year until now, the entire province has provided support to over 186,575 people from poor households, victims of Agent Orange, orphans, people with disabilities, etc., with a total amount exceeding 108.2 billion VND.

For over 30 years, with the aim of creating conditions for people with disabilities and orphans to have equal lives in society, the Provincial Association for the Protection of People with Disabilities and Children's Rights has mobilized resources from organizations and individuals inside and outside the province to implement activities to care for and assist people with disabilities, orphans, and children in particularly difficult circumstances. Ms. Bui Thi Nga, President of the Provincial Association for the Protection of People with Disabilities and Children's Rights, said: The Association has implemented comprehensive support programs in healthcare, education, and livelihoods to help people with disabilities and children in particularly difficult circumstances gradually improve their lives and integrate into the community, contributing to building a just and humane society. In addition, it has organized many competitions and cultural, artistic, and sports movements for people with disabilities; Establishing organizations for people with disabilities allows members to share and support each other in life... Through these organizations, many people with disabilities and orphans have had more convenient living conditions, access to funds for farming, livestock raising, and providing services to develop their family's economy , helping them feel more secure and confident, and enabling them to integrate into the community.
The construction and renovation of spacious houses, the distribution of gifts, and the provision of stable jobs and training for disadvantaged individuals not only demonstrate the care and sharing of all levels and sectors in the province, but also serve as encouragement, aiming to motivate disadvantaged groups to strive for progress in labor, production, and education to build a better and more developed life.
