Synchronization at all stages
Project No. 15 sets the goal that by 2030, at least 10% of young cadres will be provincial-level Party committee members, over 10% will be district-level Party committee members, over 20% will be commune-level Party committee members, 20% will be grassroots-level Party committee members, at least 20% will be provincial-level People's Council representatives, and at least 30% will be district-level People's Council representatives…
To achieve this goal, immediately after the issuance of the Plan, the Party Committees and City Party Committees under the Provincial Party Committee concretized it into implementation plans. Accordingly, many solutions have been implemented in all stages such as cadre evaluation, planning, training, development, placement, rotation, and transfer.
Agencies and units have boldly assigned groundbreaking and innovative tasks to young cadres to train, challenge, and identify young cadres with good ethics and outstanding abilities to be included in the planning for leadership and management positions. Based on the planning, Party committees at all levels have paid attention to and prioritized young cadres when sending them to training courses on political theory, knowledge, skills, and methods of leadership and management, as well as improving their foreign language and computer skills.
In recent years, Party committees at all levels in the province have focused on assigning and utilizing young cadres with good qualities and capabilities to important positions in the political system, aiming to increase the proportion of young cadres in agencies and units.

Chiêm Hóa district has effectively implemented many solutions to build and develop the capacity of young cadres. At the district level, by the end of 2023, Chiêm Hóa district had 2 young cadres as members of the District Party Committee, 7 young cadres as heads and deputy heads of Party committees, Fatherland Front, and socio-political organizations, 6 young cadres as leaders of departments, and 5 young cadres as heads and deputy heads of public service units. At the commune level, by the end of 2023, there were 105 young cadres as members of the Executive Committee and 20 young cadres as members of the Standing Committee of the Party Committee. Since the beginning of the term, Chiêm Hóa district has had 6 cadres transferred or rotated, including 2 young cadres.
To put it into practice
Comrade Tran Huu Duong, Secretary of the Party Committee of Hoa Phu commune (Chiem Hoa district), said that currently the commune has 21 cadres and civil servants, 100% of whom have university degrees, 100% have intermediate-level political theory qualifications, and young cadres account for 40%. Every year, the Party Committee of the commune focuses on assigning breakthrough and innovative tasks to cadres, especially young cadres, to challenge and train them. In addition, the Standing Committee of the Party Committee of the commune also assigns young cadres to monitor particularly difficult villages, villages with a large number of ethnic minorities, a large number of Party members, and villages with a high percentage of poor households.
Based on a comprehensive assessment of the moral character and work performance of young cadres, the Executive Committee and Standing Committee consider and propose their inclusion in the planning for key leadership positions. At the same time, they boldly propose to the higher-level Party committees to consider appointing young cadres to leadership positions. In 2024, the commune had one comrade born in 1991, a Youth Union Secretary, elected as the Standing Deputy Secretary of the Commune Party Committee, and another comrade born in 1991, a part-time staff member of the Commune Party Committee Office and concurrently Vice Chairman of the Commune Fatherland Front Committee, elected as Chairman of the Commune Fatherland Front Committee.
Comrade Hoang Ngoc Anh, a young cadre currently serving as the Chairman of the Fatherland Front Committee of Hoa Phu commune, shared that when she was a part-time cadre in the Party Committee Office and concurrently the Vice Chairman of the Fatherland Front Committee of the commune, she was frequently mentored and assigned tasks by comrades in the Party Committee and heads of mass organizations, and sent to training courses on Fatherland Front work, mass mobilization, and gathering of the masses…
Ánh also regularly took advantage of opportunities to join Party committee members in village meetings, gathering information and getting closer to the people to learn from practical experience. Through this, she gradually matured. When elected Chairman of the Fatherland Front Committee of the commune, Ánh was assigned by the Party committee to make a breakthrough in mobilizing resources to build houses for two poor households in the commune, and was also assigned to be in charge of the village with the most households and Party members in the commune.
In recent years, implementing Project No. 15-DA/TU of the Provincial Party Committee, the Yen Son District Party Committee has paid special attention to training and nurturing young cadres through sending them for training and education in theory, politics, professional skills, equipping and enhancing management and leadership capabilities; and rotating, assigning, and utilizing the team of young cadres.
The commune of Dao Dien is a particularly disadvantaged area in Yen Son district. It has 20 officials and civil servants, with nearly 50% being young people under 40 years old. Currently, 100% of the commune's officials and civil servants have at least intermediate-level political theory qualifications, including two with advanced-level political theory qualifications, and nearly 100% hold university degrees. The young officials in the commune are not only given attention and favorable conditions to participate in training courses on political theory and professional skills, but are also given opportunities for practical experience through challenging and new tasks, as well as through inspection and supervision.
Comrade Dinh Thanh Tuyen, born in 1987, currently the Vice Chairman of the People's Committee of Dao Vien commune, shared that after serving as Chairman of the Farmers' Association for 5 years, he was elected as Vice Chairman of the People's Committee from 2022 to the present. Comrade Tuyen is assigned to lead, manage, and monitor the fields of agriculture and forestry, implementing national target programs… which are key areas in socio-economic development. Therefore, he must constantly stay close to the grassroots, pay close attention to each household, and continuously improve and accumulate knowledge from superiors, colleagues, and practical experience to successfully complete his tasks.
By focusing on training and creating conditions for young cadres to contribute and develop their moral qualities and abilities, positive changes have been made in the quality of cadres, helping Party committees, governments, and political and social organizations at all levels in the province to effectively implement the resolutions of Party congresses at all levels.
