(QBĐT) - In 2023, the natural disaster situation in the province is not as severe as in previous years. However, natural disaster situations are still unpredictable, such as: Particularly severe heat with temperatures exceeding historical levels; extreme cold; landslides occurring in many places in the province. Closely following the leadership and direction of the Central and Provincial Party Committees, tasks and solutions for natural disaster prevention and control (PCTT) are comprehensively deployed with proactiveness and always thoroughly following the motto "4 on-site", thereby contributing to minimizing damage caused by natural disasters and incidents...

Proactive prevention and response

In 2023, the damage caused by natural disasters in the whole province included 130 houses with their roofs blown off; 400m of dykes were eroded; 13,580ha of rice, 90ha of crops and fruit trees were damaged and broken by storms and tornadoes; 30m3 of soil and rocks were eroded; 2 floating restaurants were sunk and swept away; 37 incidents/36 vehicles had incidents and accidents in the coastal border area. The total estimated damage in the whole province due to floods and storms is over 50 billion VND.

However, according to the assessment, disaster prevention and response work has had major changes, from "passive response to proactive prevention and remote prevention...". Accordingly, in addition to reviewing and perfecting the PCTT and search and rescue (TKCN) and civil defense (PTDS) Command Committees at all levels; assigning specific responsibilities to each member in each field and area to ensure smooth and effective command and operation. Response preparation work according to the "4 on-site" motto has been comprehensively and proactively deployed. In addition to the core forces of the Army, Border Guard and Police, up to now, 151/151 communes, wards and towns have established PCTT shock teams with 12,359 people. In addition, the PCTT-TKCN and PTDS Command Committees at all levels have also mobilized youth, women, Red Cross, volunteers and reserve forces to participate in support. When natural disasters exceed response capacity, the Provincial People's Committee proactively proposes assistance from forces and means of units of Military Region 4.

In addition, departments, branches, localities, units and people must prepare means, equipment, food, drinking water to prevent and respond to natural disasters. In 2023, the Provincial People's Committee directed the Department of Industry and Trade to develop a plan to reserve essential goods for disaster prevention and control, including preparing to reserve an average of 300 tons of rice, 100 tons of instant noodles, 50,000 liters of gasoline, 50,000 liters of diesel oil and 10,000 liters of kerosene, 30,000 liters of bottled water to support when necessary; distributing 2,000 life jackets, 1,500 life buoys and 6 tents of various types...

The week aims to raise awareness and responsibility of Party committees, authorities at all levels and people of all walks of life in disaster prevention and control, contributing to building a safe society against natural disasters; strengthening state management, including promoting prevention and response activities to natural disasters; improving disaster prevention and control capacity of authorities at all levels and people; widely disseminating legal regulations and knowledge on disaster prevention and control to people to create consensus and proactive awareness of people in disaster prevention and control; encouraging the spirit of people, officers and soldiers in disaster prevention and control work...

The "4 on-site" preparation work was also prepared by the dam and reservoir management unit in the province with flood and incident scenarios, reviewing the reservoir operation process, developing a response plan in emergency situations and submitting it to the competent authority for approval; Military Region 4 and Quang Binh province organized a drill on the defense area and disaster prevention and control of the province with 2 topics; the Standing Office of the Provincial Steering Committee for Disaster Prevention and Control and Disaster Prevention and Control coordinated with localities to organize the dissemination of laws and sub-law documents related to disaster prevention and control; the forecasting and warning work of natural disasters from the central to local stations was relatively accurate and continuous, so it provided timely information for the direction and operation, thereby minimizing the damage caused by natural disasters; The response direction of the Provincial Party Committee, Provincial People's Committee, Provincial Steering Committee for Disaster Prevention and Control and Disaster Prevention, departments, branches and localities was deployed promptly, synchronously, closely following practical requirements, going into depth and effectively...

Resolutely implement tasks of natural disaster prevention and control

According to the assessment of the provincial hydrometeorological station, this year's weather forecast will be extreme, with intense heat and a very high risk of forest fires and droughts in the dry season; complicated rains and storms at the end of the year; floods are likely to be higher than the average of many years, posing requirements in the leadership, direction, and organization of response and disaster prevention for sectors, units, and localities in the province.

Currently, the whole province has 77 landslides on river and stream banks with a total length of about 35.6km; 5 landslides on coastal banks with a total length of about 1.3km; 60 landslides in residential areas with a risk of insecurity (including 11 landslides in residential areas with a very high risk) directly affecting 761 households. Many new landslides have appeared, such as: coastal landslides in Bao Ninh beach area (Dong Hoi city); landslides in Dong Phu village, Dong Hoa commune (Tuyen Hoa); landslides in Minh Cam Trang village, Phong Hoa commune (Tuyen Hoa)... The landslides have not been remedied or handled, so there is a high risk of causing insecurity, threatening residential areas and infrastructure works during the rainy and stormy season this year...

To proactively respond to natural disasters, in the coming time, departments, branches, units and localities, in addition to closely following plans and instructions from superiors, must especially improve their capacity to respond to natural disasters; inspect, review and evaluate the current status of works related to natural disasters; works showing signs of unsafe danger; develop emergency response plans for reservoirs; plans to protect key and vulnerable areas; inspect and evaluate disaster response and search and rescue preparations according to the developed plan; organize training, drills and exercises according to the approved plan; integrate natural disasters response contents into socio -economic development planning and plans, programs and projects, especially transport infrastructure development projects...

At the same time, improve the quality of forecasts; check, evaluate, and balance the water capacity of irrigation reservoirs and natural ponds to update plans and strategies for preventing and combating heat waves, droughts, water shortages, and saltwater intrusion; strengthen information and communication work, raise public awareness, and disseminate instructions on prevention and response skills for common types of natural disasters; proactively prepare food reserves, medicines, and other essential necessities for people in areas at risk of being isolated, deeply flooded, remote, and isolated areas; effectively implement on-site prevention; focus resources on overcoming and repairing incidents of disaster prevention and control works at risk of being unsafe...
