On the afternoon of May 6, at the group discussion session, National Assembly Chairman Tran Thanh Man spent time expressing many opinions on the draft Law on Science , Technology and Innovation.
The investment rate for research accounts for 0.44% of GDP, very low.
Mr. Man expressed agreement with the suggestion that incentives and financial support mechanisms in the bill need to be strengthened.
The bill needs to have regulations on breakthrough mechanisms for tax incentives and financial support for businesses, especially start-ups and science and technology businesses in universities.
"Resolution 68 on private economic development is very clear, the drafting committee must immediately update the viewpoints and instructions of Resolution 68 on private economic development into the draft law. The investment rate for research and development in Vietnam, accounting for 0.44% of GDP, is still low compared to other countries in the region.
"Now Japan, South Korea, and Singapore are very preferential in research and development," Mr. Man said and suggested clearly defining strong tax incentive policies.
The National Assembly Chairman proposed to exempt and reduce corporate income tax for commercialized products from research, along with flexible financial mechanisms (venture capital funds, start-up capital support), and simplify commercialization procedures to promote technology transfer.
Along with that, innovation in law-making thinking, the National Assembly sets the framework, the Government issues decrees, ministries issue circulars, must be transparent in simplifying procedures, and remove barriers for businesses to invest in the field of science and technology to develop.
According to the National Assembly Chairman, the bill must specify the responsibilities of entities in the ecosystem such as businesses, research institutes, and universities. At the same time, it must strictly regulate and order research from businesses.
"Comrades, go to Guangdong, Guangzhou city has a science city, a university city, very large. Comrades, go in and see that the science city has scientists there, researching and making scientific and technological products.
A so-called science city is not like ours in this cluster, the planning has not invested properly in science - technology, education - training," Mr. Man stated.
Encourage ordering of business research
The National Assembly Chairman also raised the issue of developing high-quality human resources. Accordingly, he added preferential policies on tax exemption and reduction, personal income tax, rewards for basic research, and profit sharing from commercializing research results.
Strengthening training from high school level, early career orientation for students, building interdisciplinary training programs.
According to Mr. Man, Resolution 57 clearly states about high-quality human resources. If a country wants to develop quickly, it must rely on science, technology, education, and training. If education is good, there will be good scientists. Many Vietnamese enterprises set high annual awards for scientists to develop.
In addition, strengthen the connection between research and the market. Many scientific studies have not been applied in practice and commercialized, leading to waste of resources. In fact, recently, many scientific research topics have been accepted but not much has been applied, causing great waste and must be overcome.
"In the near future, I propose to encourage the ordering of business research. Ensure that the topics are highly practical and linked to market needs. Regulations should prioritize public procurement of innovative research products, creating incentives for businesses to participate. Support the establishment of businesses from universities and research institutes to commercialize research results," said Mr. Man.
