Currently, Quang Ninh, along with the rest of the country, is actively implementing urgent tasks leading up to the election on March 15, 2026. Throughout the organization process, the spirit of "putting the people first," and the ideology of "a state of the people, by the people, and for the people" are placed at the center, reflected in the requirements for openness, democracy, transparency, and promoting the people's right to self-governance from the very beginning of the preparation stages.
This election affirms the democratic right of the people to choose outstanding individuals to represent them in the central state power organs, the National Assembly , and the local power organs, the People's Councils at all levels. Upon successful election, the elected representatives will participate in deciding important issues, contributing to the institutionalization of the Party's policies and decisions at the 14th National Congress.

In the preparation process, consultations organized by the Vietnam Fatherland Front Committees at all levels are identified as a crucial work axis, ensuring compliance with the law and proper procedures. The first consultation was held from December 1st to 10th, 2025. On February 2nd and 3rd, 2026, the Fatherland Front at all levels will complete the second consultation to compile a preliminary list of candidates for nomination. The third consultation is scheduled for February 11th, 2026, to announce the final list of candidates and nominate them for the National Assembly.
Alongside consultations, there is a focus on propaganda and mobilization to ensure that the people fully understand their constitutional rights and responsibilities as voters, as stipulated in the Election Law. People are encouraged to participate from the beginning, from the start until election day, to exercise their rights with the highest possible turnout. This is coupled with a need to strengthen inspection and supervision of state agencies and election organizations at both the central and local levels; and to create mechanisms for direct public participation in supervision, such as posting voter lists and introducing candidate lists at voter meetings in their residential areas.

The electoral context places higher demands on organization and responsibility as the restructuring of administrative units and the two-tiered local government system is underway. The entire political system at the provincial and commune levels, along with electoral organizations, socio-political organizations, and grassroots institutions, are increasingly involved to ensure that every step and process is open and transparent – from disseminating information about rights and obligations to consultation, nominating candidates, promoting self-nomination, and posting voter lists. The process emphasizes organizational responsibility and the oversight rights of voters.
The spirit of "voters as the main actors" is not only reflected in the process, but also clearly demonstrated in the awareness and actions of the people. In Hong Gai ward, Quang Ninh province, Ms. Vu Thi Thanh Van, a voter, shared her thoughts on the significance of the ballot and the expectations she places in elected representatives. She said: "I have experienced many elections and have cast my ballot many times. I and the people in my neighborhood understand that by casting our ballots, we are entrusting our thoughts and aspirations to the People's Council representatives, which will then be translated into practical policies that benefit the people and improve their quality of life."
Beyond mere awareness, Ms. Van also shared her feelings about the tangible results of policies implemented in daily life: "Personally, I and the residents of our neighborhood recognize that all policies passed through the People's Council have been discussed in meetings and have brought about improved living conditions and a higher quality of life for the people. Holding our ballots, we feel that our trust was well placed in them."
Hong Gai Ward aims to complete all tasks on schedule. Mr. Nguyen Dinh Dan, Vice Chairman of Hong Gai Ward, Quang Ninh Province, stated: "In implementing the tasks related to the election of National Assembly deputies and People's Council members at all levels for the 2026-2031 term, the ward closely adheres to the laws and directives of the province, ensuring implementation according to the set schedule; digital transformation has been applied in the election process. The polling stations, election committees, and steering committees are carrying out their assigned tasks, developing specific plans for implementation, and are determined to ensure the successful conduct of the National Assembly and People's Council elections by March 15th."
In the production environment – where shift work is the daily rhythm of operations – the spirit of "national election day" is concretized by proactively seeking information and making arrangements to exercise citizens' rights. Ms. Luong Thi Hoa, an enthusiastic worker, said: "In March, the national election day, through the media and the company's internal information system, we are very eager to go to the polls to fulfill our civic duty. We want to elect representatives who are virtuous and capable."
Ms. Hoa emphasized the importance of self-research before voting and the support from her employer to ensure her right to vote: "Through the media, we conducted our own research and made assessments through newspapers and television, voting for the most trusted candidates. The company's leadership was also very attentive, conducting research and arranging shifts for us so that we could vote and fulfill our responsibilities as citizens."
From now until March 15, 2026, the people will play their role as the subjects of the country and the subjects of the election. The goal is to achieve the highest possible voter turnout, while simultaneously selecting individuals who are truly "virtuous, talented, dedicated, capable, professional, and closely connected to the people," who will contribute to the country and the people.
