On October 6th, Ms. Chau Hoai Thu, Deputy Director of the Quang Ninh Department of Education and Training, stated that in implementing directives from the Central Government and the province regarding organizational restructuring, the Quang Ninh Department of Education and Training is coordinating with relevant localities and units to submit a plan to the Provincial People's Committee for merging and streamlining the education system from preschool to high school.

Accordingly, the province currently has 637 educational institutions including preschools, primary schools, secondary schools, high schools, vocational training centers, continuing education centers, and universities, colleges, and vocational schools (including 56 private schools). It is expected that after the restructuring, the number of schools will decrease by approximately 50%, corresponding to the merger of nearly 300 schools and centers.
Specifically, there are currently 185 preschools, with a projected reduction of 88; 152 primary schools, a reduction of 48; 183 lower secondary schools and combined primary and lower secondary schools, a reduction of 115; 36 upper secondary schools and combined upper secondary schools, a reduction of 2; and 14 vocational and continuing education centers, with only one provincial-level center expected after the mergers are completed.
Ms. Thu emphasized that the merger process was carefully planned, "without disrupting students' learning or affecting the rights of the people." Students will continue to study at the existing school site, ensuring sufficient classrooms, facilities, and teaching equipment.
Following the merger, the school administration system will be streamlined and unified; management, inspection, and supervision will be more convenient, contributing to improved administration efficiency and the quality of education throughout the province. At the same time, this will also help to regulate the teaching staff more effectively, overcoming the "localized surplus and shortage" of teachers currently occurring in many localities.
For vocational schools, secondary schools, colleges, and universities, Quang Ninh has held numerous meetings to hear proposals and agree on arrangements that align with the province's high-quality human resource development plan.
According to the Quang Ninh Department of Education and Training, the province has 520 educational institutions managed by the commune-level People's Committees, while approximately 50 institutions are under the direct management of the Department. The merger is being implemented in line with the roadmap for streamlining the two-tiered administrative apparatus, contributing to the modernization and professionalization of the local education system.
