
Speaking at the awarding ceremony, Vice Chairman of the Quang Ninh Provincial People's Committee Nguyen Thi Hanh emphasized: The Central Military Commission - Ministry of National Defense 's awarding of portrait statues of President Ho Chi Minh to communes, wards, and special zones has profound significance; it is a sacred symbol that contributes to educating revolutionary traditions, fostering faith and national pride, and consolidating a solid spiritual foundation for the cause of building and defending the Fatherland in the new situation; at the same time, it is a great spiritual support, a symbol of faith, will, and aspiration to rise up; it further strengthens the Party Committee, government, armed forces, and people of Quang Ninh province to unite, overcome all difficulties and challenges, and successfully achieve the goals and tasks set forth.
Accordingly, localities are to receive, manage, and preserve the portrait statue of President Ho Chi Minh in a solemn and proper manner, linking the placement of the statue with the political and cultural living space at the grassroots level; considering it a sacred symbol of patriotism and national unity; a "red address" for educating traditions, reminding present and future generations to continuously study and follow Ho Chi Minh's thoughts, ethics, and style, and arousing the aspiration to contribute and the spirit of responsibility for the development of the homeland and the country.

During his lifetime, President Ho Chi Minh held deep affection for Quang Ninh province. He visited and worked with the Party Committee, government, military, and people of the province many times. The Co To Special Zone is the only place where President Ho Chi Minh agreed to have a statue of himself erected while he was still alive. President Ho Chi Minh named the province Quang Ninh, meaning a vast and peaceful land, when he merged Hai Ninh province with Hong Quang region to establish Quang Ninh province on October 30, 1963.
For the Vietnam People's Army, President Ho Chi Minh was the founder, organizer, leader, educator, and trainer, and his teachings on the revolutionary nature and ethics of soldiers, and the blood-and-flesh relationship between the army and the people – "Loyalty to the Party, loyalty to the country, devotion to the people" – will forever be the guiding principle for all the victories of our Army.
