The 2nd session of the 5th session of the 15th National Assembly will take place from June 19 to 24. The National Assembly will vote to pass 8 laws and 9 resolutions, discuss in the hall to give the second opinion on the draft Law on Land (amended), give the first opinion on 7 draft laws, including the draft Law on Forces Participating in Protecting Security and Order at the Grassroots Level, and at the same time close the session. |
The draft Law on Forces Participating in Protecting Security and Order at the Grassroots Level was submitted to the National Assembly for comments at the 10th Session of the 14th National Assembly; to date, the draft law has been revised and completed based on research, acceptance, and explanation of comments and has been added to the agenda of this session by the National Assembly.
The development and promulgation of the Law on Forces Participating in Protecting Security and Order at the Grassroots Level is necessary to institutionalize viewpoints and policies on building, consolidating and maintaining this force; adjusting functions, tasks, regimes and policies associated with consolidating forces, streamlining focal points, reducing State budget expenditures; strengthening the work of ensuring security, order and social safety at the grassroots level...

According to the second agenda of the 5th Session, the National Assembly discussed in groups to give opinions on the draft Law on Forces Participating in Protecting Security and Order at the Grassroots Level and the draft Law on Real Estate Business (amended).
The National Assembly will also discuss in the hall to give initial opinions on 7 draft laws: Law on Housing (amended); Law on Water Resources (amended); Law on Telecommunications (amended); Law on Citizen Identification (amended); Law on Management and Protection of National Defense Works and Military Zones; Law on Real Estate Business (amended); Law on Forces Participating in Protecting Security and Order at the Grassroots Level.
In particular, the National Assembly spent the entire day of June 21 discussing in the hall to give second opinions on the draft Land Law (amended). This is an important law, affecting all aspects of socio-economic life, national defense, security, and environmental protection; playing a central role in the land law system, having a great relationship and influence on the implementation of regulations of many other laws. The Land Law (amended) is considered by the National Assembly according to the process of 3 sessions.
The discussion session of the Land Law (amended) will be broadcast live on Vietnam National Assembly Television for voters and people nationwide to follow.
In addition, after receiving, revising and perfecting, the National Assembly will review and vote by electronic system to pass 8 laws: Law on Prices (amended); Law on Cooperatives (amended); Law on Civil Defense; Law on Consumer Rights Protection (amended); Law on Electronic Transactions (amended); Law on Bidding (amended); Law on amending and supplementing a number of articles of the Law on People's Public Security; Law on amending and supplementing a number of articles of the Law on Exit and Entry of Vietnamese Citizens and Law on Entry, Exit, Transit and Residence of Foreigners in Vietnam.
The National Assembly will vote to pass two resolutions on: taking a vote of confidence, voting for confidence in people holding positions elected or approved by the National Assembly and People's Councils (amended); piloting a number of special mechanisms and policies for the development of Ho Chi Minh City.
At the same time, vote to pass resolutions on the budget and investment sectors: approval of the 2021 State budget settlement; assignment of the list and capital level for tasks and projects under the socio-economic recovery and development program, assignment of adjustments and supplements to the medium-term public investment plan of the central budget for the period 2021 - 2025 and allocation of the central budget investment plan in 2023 of the national target program; decision on the investment policy of the traffic project from National Highway 27C to Provincial Road DT 656 of Khanh Hoa province - connecting with Lam Dong and Ninh Thuan;
The establishment of the National Assembly's thematic supervision delegation in 2024; on questions and answers; the results of the thematic supervision of "mobilization, management and use of resources for COVID-19 prevention and control, implementation of policies and laws on grassroots health and preventive medicine"; Resolution of the 5th Session, 15th National Assembly (which stipulates: adjusting the investment policy of the Ka Pet Reservoir Project, Ham Thuan Nam District, Binh Thuan Province; continuing to implement the policy of reducing value added tax by 2% according to Resolution No. 43/2022/QH15 dated January 11, 2022 and the policy of investing in additional charter capital for the Vietnam Bank for Agriculture and Rural Development).
