Over the course of nearly 80 years, the Vietnamese National Assembly has left a strong mark in performing its constitutional functions. At historical moments, by deciding on major national issues, the National Assembly has created turning points, institutionalized the Party's policies, met the aspirations of voters and people, and made important contributions to the cause of national construction and defense.
In 1990, the South and Central regions faced severe power shortages, while the North had excess capacity. Faced with this reality, the Government submitted to the National Assembly a 500 kV North-South transmission line project — a plan that attracted both interest and skepticism. After the 9th National Assembly decided to approve the project, it contributed to fundamentally solving the power shortage, while also promoting growth: GDP increased from 5.1% in 1990 to 9.5% in 1995.
Ms. Nguyen Thi Hoai Thu , former Chairwoman of the National Assembly's Committee on Social Affairs, commented: "The National Assembly deputies discussed fiercely and finally voted to accept and let the Government build the 500 kV line. This can be said to be the first time the National Assembly has decided on such a bold issue."

In another historic development, at the 9th session, the 15th National Assembly implemented the Party's policy on administrative unit rearrangement: reducing the number of provinces and cities from 63 to 34; at the same time amending and supplementing a number of articles of the Constitution and the Law on Organization of Local Government. These decisions create a legal foundation for the organization of a two-level local government model and demonstrate the National Assembly's closeness and timeliness in national governance.
Mr. Tran Hoang Ngan , a National Assembly delegate from Ho Chi Minh City, said: "The full-time delegates or the National Assembly Standing Committee coordinated with Government members to work all day on Saturday and Sunday to prepare the most complete content."
Mr. Duong Khac Mai , National Assembly delegate of Lam Dong province, expressed: “Emotions are overflowing, this is a historic moment for the Vietnamese National Assembly. Since the founding of the country, there have been many administrative unit arrangements, this time is very special—a historic moment in the development of the country."

From examples such as the 500 kV transmission line to the arrangement of administrative units and many other important decisions, it can be seen that making such historic decisions requires the dedication, intelligence and responsibility of generations of National Assembly deputies. That is also the source of strength that helps the National Assembly play the role of a bridge between the Party's will and the people's will.
Mr. Ta Van Ha , Vice Chairman of the National Assembly's Committee on Culture and Society, emphasized: "The responsibility of a delegate is to be closely attached to the people and voters, listen to the breath of life, carefully select to reflect and convey to the National Assembly in performing its tasks and functions."

The 80-year journey of the Vietnamese National Assembly is a journey of dedication, intelligence and courage. The timely making of important decisions along the way affirms the role and mission of the National Assembly in realizing the goal of serving the people and creating sustainable development for the nation's future.
