During these historic autumn days, every Vietnamese person feels a surge of excitement and joy over the success of the August Revolution, a glorious milestone in our country's revolution, and the sacred Independence Day of the nation. Upholding its glorious revolutionary traditions, Quang Ninh province has continuously strived to become a dynamic and developing region on its path of construction and development.
A historic autumn in everyone's heart.
These days, along every road and street from cities to rural areas, mountainous regions, and remote islands of the province, flags and flowers are proudly displayed to celebrate the August Revolution and National Day on September 2nd. On everyone's face, there is joy and pride in the glorious history of the Vietnamese nation, and in the inheritance and development of achievements in the country's renewal process.
That autumn, immediately after the successful August Revolution, on September 2, 1945, at Ba Dinh Square (Hanoi), President Ho Chi Minh read the Declaration of Independence, proclaiming to the people of the whole country and all of humanity the birth of the Democratic Republic of Vietnam (now the Socialist Republic of Vietnam). From here, our country entered a new era - the era of independence, freedom, and socialism. The Declaration of Independence is the first important legal document that gave birth to the Democratic Republic of Vietnam, affirming and condensing the traditional values of patriotism and the aspiration for independence and freedom of the nation, making a significant contribution to the development of human thought on human rights and national rights. September 2nd, 1945, has gone down in the history of our nation's founding and defense as a glorious milestone affirming the independence and freedom of the Vietnamese people, under the wise leadership of the Communist Party and President Ho Chi Minh; it is a "torch" illuminating and inspiring the Vietnamese revolutionary path and the national liberation movement around the world. The democratic, free, and just values of National Day on September 2nd resonate forever with the country and in the hearts of the Vietnamese people.
Ms. Nguyen Thi Tinh (Cao Thang Ward, Ha Long City) shared: "On the morning of September 2nd, 1945, President Ho Chi Minh read the Declaration of Independence, giving birth to the Democratic Republic of Vietnam. I was young then and didn't fully understand the significance of this event. Later, every September 2nd, hearing President Ho Chi Minh 's resounding words in the Declaration of Independence through the media, I am filled with pride and emotion. From a small Vietnam, with the extraordinary strength of unity and indomitable will, we rose up and defeated the invading enemy. There is no greater happiness than when, after so many years of foreign domination, the people are freed from misery and slavery. Seeing the red flag with a yellow star proudly flying everywhere, every Vietnamese person is overwhelmed with emotion..."
Veteran Luu Phuong Yen (head of group 84, area 5, Bach Dang ward, Ha Long city) emotionally shared: "I am very proud that every time Independence Day comes around, the people in my group and my comrades sit together to reminisce about the glorious traditions of the nation; to express gratitude to the comrades who bravely sacrificed themselves fighting for the independence and freedom of the nation. To commemorate the success of the August Revolution and National Day on September 2nd, every household in my group simultaneously displays the national flag; enthusiastically participates in cleaning up the streets and alleys, creating a joyful atmosphere of competition, thereby strengthening solidarity in the group and neighborhood. This is also an opportunity to educate our children and grandchildren about the historical value and the strength of unity and solidarity, thereby multiplying the pride in the victory of the August Revolution and National Day on September 2nd."
Nguyen Thu Phuong (Hong Ha Ward, Ha Long City, a student at Hanoi University) said emotionally: "As a young generation born and raised in peacetime, enjoying a comfortable life and receiving a full education, I always remember the sacrifices of the previous generations who shed their blood for national independence. I always tell myself that I must strive harder, cultivate my knowledge, and contribute to the common cause of the country towards the goal of a prosperous people, a strong nation, democracy, fairness, and civilization."
These days, as the streets are adorned with flags, banners, and slogans reflecting the immortal spirit of the August Revolution and National Day on September 2nd, every Vietnamese citizen shares a common feeling of emotion and pride for their sacred homeland, Vietnam...
Steadfast on the path of development
Building upon the spirit of the August Revolution and National Day on September 2nd, under the leadership of the Party, our people have overcome all difficulties, hardships, and sacrifices, defeated invasions, protected national independence, and carried out the process of reform, building a new, advanced culture rich in national identity.
Upholding revolutionary traditions, the Party Committee, government, and people of all ethnic groups in Quang Ninh province remain steadfast in their goal and ideal of national independence linked with socialism on the foundation of Marxism-Leninism and Ho Chi Minh Thought. In the process of renovation, integration, and development alongside the country, overcoming all difficulties, Quang Ninh has achieved many great and comprehensive achievements in all fields, affirming its role and position as the northeastern frontier of the Fatherland; becoming one of the leading provinces in the innovation and creativity of the Northern Delta region, a growth pole of the northern region.
In particular, over the past 60 years since the establishment of Quang Ninh province on October 30th (1963-2024), the work of building and rectifying the Party and the political system has been strongly promoted. The Quang Ninh Provincial Party Committee has consistently achieved the status of being clean and strong for many years; it has continuously ranked among the leading provinces in the provincial competitiveness index. National defense and security are ensured, making Quang Ninh a solid defense area for national defense and security, and a frontline for cooperation and international economic integration.
Starting from a low base with very difficult socio-economic conditions, Quang Ninh has become one of the dynamic development areas in the Northern Key Economic Region, and an important gateway for international cooperation. Its economy has grown rapidly, reaching VND 315,839 billion in 2023, 5.7 times higher than in 2010, ranking third in the Northern region (after Hanoi and Hai Phong), contributing 10.1% to the total economy of the Red River Delta region. Quang Ninh consistently ranks among the provinces and cities with the highest contributions to the national budget (domestic revenue in the 2016-2020 period ranked among the top 5 provinces and cities with high revenue) and is one of 18 localities nationwide that contribute budget revenue to the national budget. For 11 consecutive years (2013-2023), Quang Ninh has been among the top 5 provinces and cities with the best economic governance quality in the country. Simultaneously, it is the only locality to maintain the top position in the PCI index for 7 consecutive years; leading the SIPAS index for 5 consecutive years; and leading the PAR Index for 6 years. Even more remarkably, with its dynamism in attracting resources, investing in infrastructure, and implementing open policies that create favorable conditions for resolving administrative procedures, the province has consistently achieved record-breaking investment figures. In 2023, it reached US$5 billion, including the highest ever FDI attraction of over US$3.1 billion. In the first 7 months of 2024, Quang Ninh continued to achieve US$1.56 billion in investment attraction, ranking second nationwide.
Leveraging its natural advantages and beautiful landscapes, Quang Ninh province has invested heavily in tourism development. Quang Ninh has consistently achieved breakthroughs, especially after the Covid-19 pandemic, when its tourism industry became a key economic sector, contributing effectively to the rapid post-pandemic economic recovery. In 2023, Quang Ninh received 15.5 million tourists, including 2 million international visitors, generating nearly 30,000 billion VND in tourism revenue. In the first seven months of 2024, Quang Ninh attracted nearly 13 million tourists, generating over 29,300 billion VND in revenue. Quang Ninh continuously operates, innovates, and diversifies its tourism products, building its image as a year-round tourist destination; striving to attract 19 million tourists this year.
Throughout its development, the province has consistently and harmoniously integrated economic development with cultural development, social progress and equity, ensuring social security, and caring for the material and spiritual well-being of its people, with many policies and initiatives that are superior to those of many other localities nationwide. The quality of life for people in all regions of the province has significantly improved. The per capita GRDP in 2023 reached US$9,500, 3.9 times higher than in 2010, 21.6 times higher than in 2000, 40.5 times higher than in 1995, and 2.23 times higher than the national average, ranking second nationwide...
Quang Ninh today has become a model in implementing the reform process, a model of creatively applying the Party's viewpoints, policies, and guidelines to practice; a model of breakthroughs in thinking, especially in development planning, infrastructure construction, institutional reform, improving the investment environment, and persistently promoting the transition from "brown" to "green"...
Commemorating the 79th anniversary of the successful August Revolution and the National Day of the Socialist Republic of Vietnam, and the 55th anniversary of the implementation of President Ho Chi Minh's Testament, the entire Party, army, and people of Quang Ninh province continue to unite and uphold the spirit of determination to strive to fulfill Uncle Ho's instruction to "build Quang Ninh into a prosperous and beautiful province"; contributing to realizing the wish in his Testament to "strive to build a peaceful, unified, independent, democratic, and prosperous Vietnam, making a worthy contribution to the world revolutionary cause."
