The Veterans Association branch in Bai Chay 4 neighborhood currently has 163 members, organized into 7 sub-branches across 12 residential groups. According to Truong Trong Quang, head of the Veterans Association branch in Bai Chay 4 neighborhood: The branch always focuses on political and ideological education for its members; strictly implementing the Party's guidelines and policies, the State's laws and regulations, and local regulations. Annually, the branch coordinates the study of resolutions and thematic topics on Ho Chi Minh's ideology, ethics, and style; and regularly provides updates on domestic and international current events so that members understand the Party and State's military, defense, and foreign affairs policies.
Upholding its exemplary role, the Veterans Association branch in Bai Chay 4 neighborhood has always actively participated in local emulation movements. During the election of National Assembly and People's Council representatives at all levels for the 2026-2031 term, veteran members actively propagated and encouraged people to participate in the election; many members participating in polling stations successfully completed their assigned tasks.
In response to the "National Unity for Building a Culturally Rich Life in Residential Areas" movement, the Veterans' Association branch in the neighborhood takes responsibility for managing two "bright, green, clean, and beautiful" streets in groups 4 and 10, with a total length of approximately 900 meters. Members regularly coordinate with other organizations to conduct environmental cleanup on Saturdays and Sundays; planting and caring for trees, contributing to a clean and beautiful environment.
The Bai Chay 4 neighborhood currently has over 900 households with more than 3,000 residents and is a rapidly developing area for tourism , services, hotels, and guesthouses. In response to the need to maintain urban order and traffic safety, the Veterans' Association branch has established a self-governing traffic safety team model with veterans as the core. To date, the entire branch has 7 self-governing teams with 21 members participating. These teams regularly educate and encourage residents not to encroach on sidewalks, park illegally, or let dogs roam freely; they also cooperate in resolving minor traffic accidents, contributing to reducing accidents and maintaining urban aesthetics.
Not only actively participating in building a civilized urban environment, the Veterans Association members also take the lead in the movement to donate land for road construction. For example, households in Group 2 have donated nearly 1,700 square meters of land worth over 20 billion VND and contributed more than 80 million VND to expand narrow roads, install lighting systems, facilitating travel for residents and improving the appearance of the residential area.

In addition, the branch maintains the effective operation of the Local Security Team, with veterans as the core members. Veteran Nguyen Xuan Hoa, head of the Local Security Team in Bai Chay 4 neighborhood, said: The team currently has 6 members who are veterans and regularly coordinate with the ward police force to patrol, monitor the area, and ensure security and order. For many years, there have been no thefts, social vices, or incidents that disrupt public order in the area.
In addition, members of the Local Security Team actively participate in fire prevention and control, especially in the Bai Chay 4 neighborhood, which has approximately 25 hectares of protected forest. During the hot, dry season, members regularly patrol and inspect, promptly detecting and reporting any potential forest fire risks to enable proactive response.
Social activities and camaraderie are always a priority for the Veterans Association branch in Bai Chay 4 neighborhood. Members regularly visit and support families of members facing difficulties, helping with house repairs; they actively participate in cultural, artistic, and sports activities, contributing to strengthening the bonds of comradeship.
Through concrete and practical actions, the officials and members of the Veterans Association branch in Bai Chay 4 neighborhood have been contributing to spreading the learning and following of President Ho Chi Minh's teachings within the community, building a neighborhood that is increasingly civilized, compassionate, and developed.
