In recent times, the implementation of grassroots democracy regulations has been given consistent attention by Party committees and governments at all levels. As a result, the management and operation of governments at all levels have become more concrete, closer to the people, serving the people, listening to and accepting the people's opinions and contributions... This has fostered public trust in participating in social supervision and criticism, contributing to building a clean and strong Party and government.
Going deeper and deeper
According to the Provincial Party Standing Committee's assessment, from 2021 to the present, despite the many difficulties following the Covid-19 pandemic, Party committees and authorities at all levels have focused on leading and directing the timely implementation and concretization of the Party's guidelines and the State's policies and laws on grassroots democracy. Emulation movements have been intensified among cadres, Party members, and the people. Notably, in response to the 2023 National Tourism Year " Binh Thuan - Green Convergence," the Provincial Party Standing Committee continued to launch the "Skilled Mass Mobilization" emulation movement, linked to the 2023 theme "Urban beautification, preservation and protection of the environment, green, clean, and beautiful landscape." In addition, Regulation No. 11 of the Politburo on the responsibility of heads of Party committees in receiving citizens, engaging in direct dialogue with citizens, and handling citizens' feedback and suggestions has been seriously and effectively implemented. Between 2021 and June 2023 alone, Party secretaries at all levels held over 1,000 meetings with nearly 1,200 visitors.
Simultaneously, the implementation of Conclusion No. 120 of the Provincial Party Standing Committee on strengthening leadership in the implementation of grassroots democracy has been carried out synchronously and practically. The leadership process in implementing grassroots democracy in sensitive and complex areas, issues of public concern, or those reflected in the press has been promptly directed and handled by the Provincial Party Standing Committee, the Provincial Party Committee, and the Provincial People's Committee, guiding information and public opinion to stabilize the situation. Based on the Provincial Party Standing Committee's directives regarding the implementation of grassroots democracy, the Provincial Party Committee's Mass Mobilization Department has issued documents to implement it within the mass mobilization system. Specifically, guidance has been provided on building models for implementing grassroots democracy, effectively carrying out administrative reform, and conducting dialogue between Party committees, government agencies, and the people... At the same time, it has focused on building cadres, civil servants, and public employees, especially leaders, who are bold in innovating methods, styles, and working practices, being creative, daring to think, daring to act, daring to take responsibility, and effectively implementing the motto "Respect the people, be close to the people, learn from the people, understand the people, and be responsible to the people," and "Listen to what the people say, explain things so the people understand, and act in a way that earns the people's trust."
Businesses continue to focus on effectively implementing grassroots democracy in the workplace as stipulated in Government Decree No. 145. From 2022 to the end of June 2023 alone, businesses conducted over 600 dialogues, 405 employee conferences, and signed and renewed 428 collective labor agreements… It can be affirmed that the implementation of grassroots democracy has contributed to building a strong political system and maintaining political security and social order.
Promoting the people's right to self-governance.
In the coming period, to effectively implement grassroots democracy, the Provincial Party Standing Committee requests that all levels and sectors promote the people's right to self-governance, focusing on the implementation of the Law on Grassroots Democracy, and the thematic programs on "Studying and following the thoughts, ethics, and style of Ho Chi Minh," in conjunction with the implementation of resolutions and directives on Party building and rectification, and the political system. At the same time, they should continue to promote broad democracy within the Party and society; especially by effectively promoting the role of the people in contributing opinions to Party building, government building, and the implementation of policies and guidelines on socio-economic development, national defense, and security in the locality. They should also organize effective direct dialogue between the heads of Party committees and governments with the people, between the heads of agencies and enterprises with workers, and ensure that citizen reception is conducted fully and in accordance with regulations.
Furthermore, Party committees and authorities at all levels need to concretize grassroots democracy through specific regulations on what the people know, discuss, do, and inspect, so that the people can exercise their right to self-governance, because the people are both the subjects of society and the goal of social development. They should create all conditions for the people to have the right to democratically discuss and decide on practical matters at the grassroots level. On the other hand, they should focus on effectively implementing administrative procedure reform, especially shortening processes and reducing administrative paperwork that hinders and inconveniences citizens and businesses. They should continue to focus on building models and exemplary practices of grassroots democracy in various forms, linked to building models and exemplary practices of "effective mass mobilization" in the province…
During a recent working session with Binh Thuan province on the implementation of the Law on Grassroots Democracy, Comrade Duong Thanh Binh - Member of the Central Committee of the Party, Head of the National Assembly's Committee on Citizen Petitions - requested the province to continue promoting the implementation of the Law on Grassroots Democracy; to raise awareness and a sense of responsibility among cadres, civil servants, and the people. He also urged the province to continue organizing effective voter outreach activities, direct dialogues between heads of Party committees and government with the people, between heads of agencies and businesses with employees, and to ensure that citizen reception is conducted fully and in accordance with regulations. Furthermore, he emphasized the need to strengthen internal self-inspection to promptly detect, correct, and address violations from the outset, starting at the grassroots level and within units.
