Regulations for high schools to install cameras, encourage parents to monitor students' meals at school

In the above dispatch, the Departmentof Education and Training of Lao Cai requested the People's Committees at district level of this province to direct and review the organization and implementation of regulations on support policies of the Government and Lao Cai province on strengthening the management of policies at educational institutions; state management of education, guidance on some contents of implementing support policies for boarding students, establishing a team to survey prices of goods, food, and foodstuffs directly serving daily meals for boarding and semi-boarding students; and related documents.

Implement financial disclosure, publicize daily meals of boarding and semi-boarding students according to regulations. The dossier includes: (1) Decision to establish a boarding and semi-boarding working group to control students' meals; (2) Weekly menu (by day, by meal); (3) Financial disclosure table (by day, by meal); (4) Minutes of determining daily food sample storage (units can add other documents to ensure management).

Focus on managing and organizing daily meals for preschool children, boarding and semi-boarding students. Encourage people and parents to participate in supporting staff in cooking; at the same time, monitor the quality of daily meals for boarding and semi-boarding students at the school.

Do not use funds directly supporting students (food, housing, scholarships, rice support, study cost support...) for other purposes. Study cost support at the rate of 150,000 VND/month/student is paid directly to the subjects according to Decree No. 81/2021/ND-CP dated August 27, 2021 of the Government .

High schools install surveillance cameras in the entire food preparation area, meal distribution area and student dining area, create accounts and publicize camera access accounts for parents, organizations, and agencies to access and monitor (complete installation before January 10, 2024), with the school's own funding source.

Previously, the press reported on the situation of poor quality boarding meals, with signs of cutting corners at Hoang Thu Pho 1 Primary Boarding School for Ethnic Minorities, Bac Ha District. The Chairman of Lao Cai Provincial People's Committee issued an urgent dispatch on December 17, 2023, assigning Bac Ha District People's Committee to preside over and coordinate with the Department of Education and Training of Lao Cai Province and relevant units to urgently inspect and clarify the above reflection, and seriously handle violations against collectives and individuals (if any) according to the provisions of law.
