Regulations on tuition fee policies, tuition fee exemptions, reductions, and support.

GD&TĐ - Readers are asking about regulations regarding policies on tuition fee exemption, reduction, and support, as well as support for learning expenses... in the field of education and training.

A student with permanent residence in village A attends school in village B, both of which are particularly disadvantaged villages within the same commune. Both villages have educational facilities from preschool to junior high school. I would like to ask if the student in this case is entitled to tuition fee support under Clause 4, Article 17 of Decree No. 238/2025/ND-CP? (Nguyen Thi Huyen Trang, huyentrang***@gmail.com)

* Reply:

Clause 4, Article 17 of Government Decree No. 238/2025/ND-CP dated September 3, 2025, regulating tuition fee policies, exemptions, reductions, tuition fee support, learning cost support, and service prices in the field of education and training, stipulates that the subjects eligible for learning cost support include: Preschool children, primary and secondary school students, and trainees studying at continuing education institutions following the general education program, whose permanent residence and study at an educational institution in a particularly difficult village/hamlet, a commune in Area III of ethnic minority and mountainous regions, or a particularly difficult commune in coastal and island areas as defined by competent authorities, or studying at an educational institution in another area as defined by the local authorities in the case of a particularly difficult village/hamlet, a commune in Area III of ethnic minority and mountainous regions, or a particularly difficult commune in coastal and island areas. Coastal, island, and coastal areas lack educational facilities.

Therefore, in the case of a student like the one you mentioned in your letter, who has permanent residence in a particularly disadvantaged village and attends an educational institution located in such a village, they are eligible for financial assistance for their studies.

For any questions or concerns regarding policies and regulations for teachers, please send them to the "Readers' Mailbox" section of the Education & Times Newspaper: 15 Hai Ba Trung Street (Cua Nam Ward, Hanoi ).
