Creating the foundation for sustainable urban development
As a locality located at the gateway to the Northwest of Dong Nai province, where there are important traffic routes with high connectivity such as: National Highway 14 connecting to the Central Highlands provinces, DT.741 connecting to Ho Chi Minh City and the upcoming key traffic route Gia Nghia - Chon Thanh expressway, Binh Phuoc ward has a lot of potential for service, trade and urban development. However, in order for those potentials to be "awakened", a tool with clear orientation and high legality is needed, which is planning.

Chairman of Binh Phuoc Ward People's Committee Ngo Hong Khang said: "From the beginning of the term, the Party Committee and the Ward People's Committee clearly identified that if we want sustainable development, we must start with planning. Planning is not only a vision but also a tool to manage and effectively use land resources. Up to now, the ward has completed 100% of the zoning plan and achieved over 50% of the detailed plan."
After merging 6 commune-level administrative units of Dong Xoai city (old), Binh Phuoc ward now has a natural area of 86.38 km2. The completion of the zoning plan has helped the locality manage the current situation well, clearly orienting functional areas such as: administration, trade - services, residential and technical infrastructure. In particular, thanks to the plan, the settlement of land and construction records of the people has been more transparent and synchronous.
“We will expand the development space so that in the future the ward will develop synchronously and strongly not only in the center but also in the suburbs. With about 50% of the detailed planning completed, calling for investment and implementing projects will be much more convenient,” Mr. Khang added.
Reasonable exploitation of land resources
Along with planning, Binh Phuoc ward also focuses on the management, exploitation and effective use of land resources. Determining that land is not only a resource but also a "resource", the ward has synchronously implemented many solutions, including promoting administrative reform in the land sector, publicizing and transparent planning and building a cadastral database.
Mr. Le Xuan Nghiem (residing in Thanh Binh quarter, Binh Phuoc ward) shared: “I think this kind of transparent planning is very beneficial for the people. For example, if I have a piece of land to build a business or a house, I have to know what kind of planning area it belongs to and what the development orientation of that area is. Only when there is a clear planning, will people feel secure in investing and developing their family economy .”
Mr. Ho Quy Khiem, a resident living in the Phan Boi Chau street area (in Tan Binh quarter, Binh Phuoc ward) which was recently opened not long ago, said: “Phan Boi Chau street used to be a swampy area with little economic value. When the local government decided to open the road, we unanimously donated land. My family donated more than 7,000 square meters of land to open many different roads with the local government, which is worth nearly 8 billion VND… Now, not only are the roads clear and the sidewalks airy, but the houses are also spacious and the shops are densely packed.”
From those practical shares, it can be seen that land only truly becomes a resource when it is oriented for reasonable use through planning, accompanied by effective support and management from local authorities. Planning paves the way for investment, urban embellishment and improving people's lives. As of mid-2025, Binh Phuoc ward has been implementing many key projects on traffic, tourism , urban embellishment associated with detailed planning. In particular, implementing compensation, support and resettlement work for 3 key national and provincial projects such as: Investment project to build the North-South Expressway in the West, Gia Nghia - Chon Thanh section, New Urban Area Project - Dong Xoai Central Park, Suoi Cam Lake Tourist Area Project (phase 2).
In the coming time, we will continue to solicit public opinions in the process of adjusting detailed planning, and at the same time, call for investment in planned areas. The ward's viewpoint is that planning is not to be kept in a drawer but to be implemented and turned into reality. "Every inch of land is worth its weight in gold", each square meter of land will have value if used in the right place and for the right development goals.

From “planning thinking” to “planning action”
Not only serving management, the ward's planning also creates conditions to improve the quality of life for the people. Areas that used to be flooded in the rainy season are being upgraded with infrastructure, and asphalt roads according to the planning make traveling more convenient. On the other hand, public spaces such as squares, playgrounds, parks, and landscapes are also integrated into the new planning. The ward also actively directs relevant departments and units to speed up the approval of the remaining detailed planning. At the same time, continue to update and adjust the planning to suit the general development orientation of the locality after arrangement, merger and operation according to the 2-level local government model according to each clear time schedule.

Once a locality facing difficulties in infrastructure development and fragmented land management, Binh Phuoc ward has now made a remarkable change by placing planning in its proper role - a key tool for creating development and land becoming a practical resource. Currently, Binh Phuoc ward is implementing compensation and site clearance for 18 projects. Of which, 9 projects are invested by the Dong Xoai Area Project Management Board, 6 projects are invested by the Provincial Construction Investment Project Management Board, 2 investment projects have collected land use fees, and 1 project is invested by another unit.

According to the orientation, Binh Phuoc Ward will become the central urban area of the Northwest region of Dong Nai province. Therefore, the ward needs to start implementing immediately, first of all, urgently completing the planned projects, as a premise for the next step of development."
The results achieved are not only reflected in the detailed zoning planning ratio but also in the people's trust in the government. Consensus, transparency and openness are the "keys" to bring planning into life, as a lever for urban development in Binh Phuoc ward to become more civilized and modern, associated with improving the quality of life of the people.
