Looking back at the new rural picture of Dong Nai

With the goal of building comprehensively developed rural areas in the direction of "Rural 4 has" (improved economic life; synchronous infrastructure; cultural life, security and safety; sustainable ecological environment), Dong Nai has become one of the leading localities in the country in the New Rural Construction Movement (NTM).

Entering the 2021-2025 period, with a spirit of initiative, creativity and high determination, the appearance of Dong Nai's countryside has changed dramatically.

Dramatic changes in infrastructure

The most noticeable thing after a term of building new rural areas in Dong Nai is the dramatic change in infrastructure. From remote areas to border areas, concrete roads, medical stations, schools, cultural centers, irrigation centers, etc. have sprung up, creating a new look for the countryside of the whole province.

In the border commune of Loc Tan, the joy of the people is still intact when the 3.6km long road connecting to National Highway 13 is completed after many years of waiting. The road that used to be dusty in the sun and muddy in the rain is now paved with straight asphalt, 7m wide, winding through the green hills.

Mr. Nguyen Van Tien, Head of Hamlet K54, Loc Tan Commune shared: “The hamlet has invested in many projects. Hard asphalt over 5km, plus 21km of concrete branch roads, lighting covering 95% of the area. People's lives have improved significantly, people are excited and confident in the New Rural Program”.

In just 5 years, from 2020-2025, Loc Tan commune has mobilized more than 64 billion VND, investing in 150 infrastructure projects. These projects not only change the face of the border area of ​​the Fatherland but also contribute to strengthening national defense and security, bringing the average income per capita to more than 76 million VND/year.

Not only Loc Tan, in Xuan Loc commune, the infrastructure has also changed completely. The whole commune has invested in 41 traffic works worth about 258 billion VND, helping 100% of the commune roads to be asphalted and concreted. During the past term, the total local resources mobilized for investment in the New Rural Construction Program reached tens of thousands of billion VND from the budget, capital calling for investment from enterprises, capital mobilized from the community... Thanks to that, the traffic, urban and service infrastructure has made a breakthrough development. The rural traffic system has received investment attention, especially the roads connecting communes, all the way to hamlets and concentrated production areas. Works serving production such as: intra-field traffic, rural electricity, irrigation canals, dams... have also been invested synchronously. Currently, 100% of households have electricity, more than 91% of households have clean water. In particular, many bright, green, clean and beautiful model roads are built and maintained by the people together.

Party Secretary and Chairwoman of Xuan Loc Commune People's Council Nguyen Thi Cat Tien emphasized: "In the coming term, the commune will move towards a more modern and comprehensive new rural area in terms of infrastructure and high-tech agricultural production, forming specialized areas."

In Ta Lai commune, irrigation works and pumping stations have opened a “revolution” in agricultural production. From only being able to grow one rice crop, people now produce three crops, increasing productivity three times.

Vice Chairman of Ta Lai Commune People's Committee Nguyen Pham Tuyen said: In recent times, the rural transport system such as inter-commune and inter-hamlet roads have been invested in and built synchronously, making travel and trade more convenient. Along with that, schools and medical stations have also been built spaciously, better meeting the learning and health care needs of the people.

According to Mr. Nguyen Pham Tuyen, in the upcoming development orientation, the Commune Party Congress determined to continue planning synchronous development, promoting the local strengths of agricultural production associated with eco-tourism and community tourism. The biggest goal is to continue improving the quality of NTM criteria, aiming to build an advanced NTM commune, a modern NTM. In particular, the focus is on improving the material and spiritual life of the people; at the same time, improving the appearance of the countryside to become more spacious, clean, beautiful, modern but still preserving traditional identity. In particular, Ta Lai commune will devote resources to synchronously building essential infrastructure systems, especially traffic infrastructure to conveniently connect hamlets, production areas with the center, creating a driving force to promote trade and socio-economic development. At the same time, the locality also focuses on developing digital infrastructure, applying information technology in management and operation, moving towards implementing administrative reforms in the direction of openness, transparency, speed, and best serving the needs of people and businesses.

In Phu Hoa commune, the "3 clean" movement - clean house, clean alley, clean kitchen is not just a slogan but has become a habit, a daily lifestyle of each household. Each family focuses on keeping the living space tidy, the village roads and alleys neat, the kitchen clean. Since then, the appearance of the countryside here has become brighter - greener - cleaner - more beautiful, creating a healthy and civilized living environment. At the same time, the socialization of infrastructure construction has shown clear effectiveness. People actively participate in contributing with the State to build and upgrade traffic routes, electricity - water systems, schools, cultural houses... Thanks to the cooperation and consensus, Phu Hoa has a more spacious and modern appearance than a few years ago. These efforts have directly contributed to improving people's lives. If in 2020, the average income per capita was only 47 million VND, now it has doubled, reaching more than 90 million VND. Not only the economy develops, the environment and landscape are improved, security and order are also more stable, people feel secure to stay and do business.

People join hands and unite

If infrastructure is the “backbone”, then people’s strength is the “heart” of the New Rural Construction Movement. Dong Nai’s greatest success is to arouse the spirit of consensus, solidarity and unanimity among the people.

In Phu Rieng commune, the movement “Small and big things, people take care of it and it will all be done” has created a strong spread. In just a few years, more than 742 households have voluntarily donated over 596 thousand square meters of land to build roads, of which one household donated up to 4,500 square meters.

Mr. Dinh Van Ly, a resident of Phu Tan village, Phu Rieng commune, shared: “When the local government clearly explained the common benefits, we understood and were willing to donate land. The new road helps the whole community, goods circulate quickly, and economic value increases.”

Thanks to this consensus, Phu Rieng commune has deployed 72km of roads, built 3 new bridges, 2 schools, 8 village cultural houses, with a total investment of more than 500 billion VND. Up to now, the commune has 6 residential areas meeting model criteria.

Not only Phu Rieng, but also the whole province, the movement "State and people work together" has been strongly promoted. Departments, branches, unions and socio-political organizations have actively competed to respond to the movement; focusing on building, promulgating, organizing the implementation of policies and proposing solutions to accelerate the progress of building new rural areas. The Provincial Farmers' Association alone has mobilized nearly 9.9 billion VND, more than 3.6 thousand working days, more than 11.4 thousand m² of land and 4.2 thousand m³ of soil and rock to build 59km of roads, 2km of canals, install 14km of lighting, repair and upgrade 11 bridges and culverts.

In particular, many model residential areas in Dong Nai were formed from the spirit of solidarity and joint efforts of the people. They are willing to donate land, contribute funds; and directly participate in each specific task such as: planting flowers along the road, installing security cameras, taking care of trees, and maintaining environmental sanitation. Thanks to that contribution, up to now, the province has had 100 model residential areas that are spacious, bright - green - clean - beautiful, becoming a typical highlight in the New Rural Construction Movement, while affirming the central role of the people in all achievements.

Dong Nai New Rural Area - the foundation for entering a new phase

The telling figures have affirmed Dong Nai's efforts in the past term: 67/72 communes met the new rural standards; 25 communes met the advanced new rural standards; 8 communes met the model new rural standards. Dong Nai ranked first in the country in the number of communes meeting the model standards, and second in the number of communes meeting the advanced standards.

The rural economy is shifting strongly towards increasing the proportion of industry and services in rural areas. Although the proportion of agriculture has decreased, the average production value has increased and continues to contribute significantly to the income of rural residents. In particular, the One Commune One Product (OCOP) Program and rural tourism have become highlights to promote rural economic development. Up to now, the whole province has 481 OCOP products, of which 11 are 5-star OCOP products, 25% of products are 4-star OCOP. Many products have promoted the value chain, product quality, gradually forming OCOP product value chains. Vocational training for rural workers has created a skilled workforce to serve production, enhancing the competitiveness of rural production establishments to adapt to the integration process.

Mr. Hieu Le, Deputy Director of Nga Bien Company Limited (Xuan Loc Commune, Dong Nai Province) said: The enterprise has just been honored to have 4 products recognized as meeting 5-star OCOP standards. This is an affirmation of the enterprise's reputation, quality and constant efforts to innovate in diversifying products. Currently, in addition to serving the domestic market, Nga Bien branded products have been exported to many countries, including the UK, Germany, China..., contributing to raising the value of Vietnamese cashew nuts in the international market.

Electricity, road, school, station projects... in the communes have created a new look, affirming Dong Nai's transformation in the journey of building new rural areas.

During the past term, the province has always paid attention to directing production development associated with increasing people's income, both improving material life and creating stable resources for investment in building new rural areas. Key crops and livestock have been planned into concentrated and specialized production areas, associated with products of high economic value, export potential and suitable to the natural conditions of each place. The application of high technology, organic agriculture and scientific and technical advances has brought about many positive results. At the same time, the restructuring process has promoted the development of agriculture, industry, handicrafts, trade and services, creating a spillover effect, supporting rural areas and trade promotion activities. In addition to economic development, national defense and security tasks have always been focused on, associated with building advanced models and typical examples in the Movement for the People to Protect National Security. Thereby, it has made an important contribution to the work of preventing, detecting, and combating all types of crimes, maintaining security and stability in the area. These results are a solid foundation for Dong Nai to enter a new phase.

According to the Draft Document of the 1st Provincial Party Congress, term 2025-2030, Dong Nai set a target of having 70% of communes meeting NTM standards by 2030, at least 10% meeting modern NTM standards. Accordingly, the province has proposed solutions for agricultural production to develop, and NTM construction continues to achieve outstanding results. In particular, promoting the restructuring of the agricultural sector; developing high-quality agricultural zones, large-scale crop and livestock areas with modern techniques; developing rural industries, developing specialized areas. The achievements of the past term are a stepping stone to completing the goals in the new term. The journey of building NTM in Dong Nai in the past term has also painted a picture with many bright colors. From the brightly lit concrete roads, from the rice fields full of grain, from the civilized model residential areas to the smiles of the people, all have demonstrated the strength of the Party's will and the people's hearts. With political determination, people's consensus and correct orientation, Dong Nai has full foundation to continue to break through, affirming its position as the leading flag of the country in building new rural areas, moving towards modern, civilized and sustainable countryside.
