Economic restructuring in Dong Nai

With its new scale and position, Dong Nai’s economy will have the conditions to grow strongly in the coming years. The recent large investment of resources in economic sectors will promote the locality’s double-digit economic growth target.

Economic restructuring in line with the new situation, re-planning development space, and close regional linkages are solutions for Dong Nai to exploit its new potential and position.

Focus on growth pillars

Dong Nai in the future will have a new position in economic development. The province currently has a population of nearly 4.5 million people, an area of ​​about 12.7 thousand km², a system of 43 industrial parks (IPs) in operation and many new IPs are being prepared for deployment. Dong Nai possesses all important means of transportation, especially Long Thanh International Airport, an iconic infrastructure project of Vietnam in the coming period.

To exploit its position well, Dong Nai needs to identify and focus on growth pillars for the locality.

Dr. Tran Du Lich , member of the National Monetary Policy Advisory Council, said: The pillars that Dong Nai needs to aim for are logistics development; services - trade - finance; high-tech industry, supporting industry; large-scale agricultural processing.

Similarly, Director of the Department of Construction Nguyen Anh Tuan commented: Dong Nai needs to redefine growth drivers based on the combined advantages of both localities. The province aims to plan and focus on developing high-tech industry and deep processing industry; high-tech agriculture, organic agriculture; logistics and aviation services; eco-tourism, culture, history and resorts.

According to the Department of Construction, the three driving forces of Dong Nai's growth are: The Southern urban-industrial zone, which acts as the core and is the center of high-tech industry, aviation services, finance and logistics. The Northern industrial-urban zone, which develops processing industry, supporting industry and new urban areas. The Northeast agricultural and tourism zone focuses on high-tech agriculture, eco-tourism and biodiversity conservation.

In the future, Dong Nai will form strategic economic corridors. In which, the urban-industrial economic corridor: along important traffic axes; the high-tech agricultural economic corridor and eco-tourism: developed in the northern region of the province, linked with specialized agricultural areas and national parks; the Dong Nai riverside economic corridor: exploiting the advantages of river landscape to develop ecological urban areas, resort tourism and high-class services.

For industry, planning and developing industrial parks is the main pillar. According to Pham Viet Phuong, Deputy Head of the Management Board of Industrial Parks and Economic Zones of Dong Nai Province, by 2030, Dong Nai is oriented to become a center of modern, ecological processing and manufacturing industry (modern, ecological industrial parks). The basic indicators on local industrial development approved by the Prime Minister are also being reviewed and adjusted to suit the new situation.

At the same time, Dong Nai also promotes development in the field of science and technology. According to Deputy Director of the Department of Science and Technology Nguyen Minh Quang, in the period of 2025-2030, science, technology, innovation and digital transformation are identified as three new growth drivers, playing a central role in improving productivity, efficiency and competitiveness of local enterprises.

Restructuring the economic space of the new province

Dong Nai's current development space has a new look, adjacent to the maritime economic zone, connected with the airport and a large industrial park system, and adjacent to Cambodia. Dong Nai has become a link in the East-West economic corridor expanding the connection between Ho Chi Minh City and Cambodia - Thailand. Trans-Asian infrastructure is being and will be formed (Ho Chi Minh City - Loc Ninh Railway Project connecting to Cambodia, Chon Thanh - Hoa Lu Expressway), Dong Nai is an important gateway for Vietnamese goods to reach the ASEAN market. Border economic zones such as Loc Ninh (Hoa Lu) need to focus on investment to attract logistics services, transit warehouses for the entire Southern region and exploit tourism and investment flows from Thailand and Cambodia through the border gate.

According to architect Ngo Viet Nam Son, Dong Nai needs to study the distribution of industrial space in accordance with new realities. The province must link with regional links, areas adjacent to Ho Chi Minh City, traditional development areas orienting priority industries; at the same time gradually converting industrial parks into urban areas, a part of the industry developing towards the former Binh Phuoc...

Sharing the same view, Dr. Huynh Thanh Dien, lecturer at Nguyen Tat Thanh University, said: Dong Nai province is just entering a development phase with a larger scale and long-term vision. The province needs to proactively take advantage of the opportunity to comprehensively rebuild the investment ecosystem, from reviewing and adjusting industrial planning, simplifying licensing procedures, perfecting the legal corridor to redesigning focused incentive policies. This will be the condition for Dong Nai to form a strategic industrial growth pole, effectively connecting with the Southeast region in the South and the Central Highlands in the North.

Exchanging with scientists at the Scientific Workshop on Comments on Adjusting the Planning of Dong Nai Province for the period 2021-2030, with a vision to 2050, Comrade Vo Tan Duc, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee affirmed: Dong Nai is opening up a completely new strategic space. Development according to a multi-center, multi-layered linkage model, with growth nuclei in the former Bien Hoa - Long Thanh - Nhon Trach and Dong Xoai - Chon Thanh clusters, will be the key to maximizing the advantages of the new province. In its development process, Dong Nai always accompanies the business community and listens to comments from experts and scientists to move towards a modern and sustainable development of the province.
