Zoning plan - a driving force for the development of the Soc Son satellite city.

Six planning projects have been approved.

Recently, residents of Dong Xuan, Mai Dinh, and Phu Lo communes (Soc Son district) were very excited when the Soc Son urban zoning plan for area 6, at a scale of 1/2000, was officially approved by the Hanoi People's Committee.

The project covers a research area of over 533 hectares, bordered to the east by the intersection of the existing National Highway 18 and the new (planned) National Highway 18; and to the north by the planned route of the new (planned) National Highway 18 - bordering Sub-zones 2 and 3.

The southern side of the planning project borders the existing National Highway 18; the western side borders the planned inter-regional road (from Noi Bai International Airport to Dong Quan Lake) and the airport's surrounding area. The projected population by 2030 is approximately 16,330 people.

The urban zoning plan for Soc Son area 6 has just been approved by the Hanoi People's Committee.

The Soc Son urban subdivision, zone 6, is characterized as an urban development area with the following main functions: industry (small and medium-sized industrial clusters); public and mixed-use facilities serving the university urban area and supporting services for Noi Bai International Airport; ecological green park areas; and urbanized villages.

According to Nguyen Xuan Thang, Head of the Urban Management Department of Soc Son District, in mid-May 2024, the District People's Committee, the Hanoi Department of Planning and Architecture, and the Hanoi Institute of Construction Planning jointly announced the contents of three urban zoning plans for Soc Son (Zone 1, Zone 2, and Zone 4), at a scale of 1/2000.

Previously, in July 2023, the Hanoi People's Committee also approved the planning tasks for two other urban sub-areas of Soc Son, namely areas 3 and 7, at a scale of 1/2000. Thus, to date, the Hanoi People's Committee has approved 6 urban sub-area planning projects for Soc Son, at a scale of 1/2000, with a total area of tens of thousands of hectares.

Strictly manage zoning plans.

According to the revised master plan for Hanoi until 2045, with a vision to 2065, Soc Son district is included in the planning for the northern part of Hanoi. The northern part of Hanoi is expected to include the districts of Dong Anh, Me Linh, and Soc Son, with a total area of approximately 633 km2.

Soc Son District is also one of the five localities included in Hanoi's satellite city development plan, along with the satellite cities of Son Tay (Son Tay town), Hoa Lac (Thach That district), Xuan Mai (Chuong My district), and Phu Xuyen (Phu Xuyen district).

The planning projects are expected to realize the goal of developing a satellite city in Soc Son district.

According to Pham Quang Ngoc, Vice Chairman of the Soc Son District People's Committee, the general construction plan for Soc Son District was approved many years ago. Over the past period, with the attention of the Hanoi City People's Committee and relevant departments, six urban sub-area planning projects for Soc Son (areas 1, 2, 3, 4, 6, and 7) have been completed.

“The completion of the Soc Son urban zoning plans is an opportunity to concretize the General Planning for the Construction of Hanoi Capital, the General Planning for the Construction of Soc Son District, and the General Planning for the Soc Son Satellite City, which have been approved by competent authorities…” - Mr. Pham Quang Ngoc emphasized.

The People's Committee of Soc Son District has requested that communes and towns publicly and comprehensively disseminate the contents of the planning project so that people are aware and can participate in its implementation. They are also urged to actively and proactively coordinate closely with relevant departments in proposing projects to the District People's Committee for inclusion in development projects. Furthermore, they are responsible for inspecting, supervising, and managing construction in accordance with the planning approved by the Hanoi City People's Committee.

In the decisions approving the six urban zoning plans for Soc Son district , the Hanoi People's Committee requested the Soc Son District People's Committee and the Department of Construction to be responsible for inspecting, supervising, and managing construction in accordance with the plan; and to handle cases of construction violating the plan according to their authority and the provisions of the law.
