Announcement : Dien Kim People's Credit Fund hereby announces the following changes in accordance with Decision No. 270/QD-KV8 dated May 19, 2026:
1. Name of People's Credit Fund: Dien Kim People's Credit Fund
2. Registered capital : VND 10,583,249,000 (In words: Ten billion, five hundred eighty-three million, two hundred forty-nine thousand dong)
3. Regarding the area of operation
Within the administrative boundaries of 8 hamlets of Hai Chau commune, 6 hamlets of Duc Chau commune, and 8 hamlets of Dien Chau commune, Nghe An province.
Specifically:
+ Hai Chau Commune: Dai Thanh, Phu Thanh, Xuan Chau, Thai Thinh, Bac Tien Tien, Nam Tien Tien, Nam Lien, Kim Lien hamlets;
+ Duc Chau Commune: Dong Ha, Xuan Bac, Yen Dong, Trung Hau, Dong Phu, and Van Nam hamlets;
+ Dien Chau Commune: Hai Bac, Hai Trung, Quyet Thanh, Quyet Thang, Bac Chien Thang, Hai Dong, Hai Nam, and Chien Thang hamlets.
4. Activity content:
a. Raising capital in Vietnamese Dong
- Accepting demand deposits, time deposits, and savings deposits from members, organizations, and other individuals in Vietnamese Dong;
- Borrowing from cooperative banks; borrowing from credit institutions, branches of foreign banks;
b. Lending activities in Vietnamese Dong
- Providing loans to customers who are members;
- Providing loans to members of poor households who are registered as permanent residents within the operating area of the People's Credit Fund, in cases where the poor household is not a member of the People's Credit Fund;
- Lending to members that are legal entities, customers that are legal entities, and individuals who are not members but have deposits at the People's Credit Fund, based on collateral in the form of deposit balances at the People's Credit Fund itself, as stipulated by the State Bank of Vietnam;
- Providing syndicated loans in conjunction with the Cooperative Bank to members of the People's Credit Fund in accordance with the law;
c. Other activities
- Providing money transfer services for members and customers of the People's Credit Fund (excluding opening payment accounts for customers);
- Acting as an agent providing payment services for cooperative banks to members and customers of credit unions:
+ Receive payment account opening applications; perform checks on legality and validity; verify and ensure the accuracy and consistency of documents, information, and data provided by customers; verify customer identification information according to the instructions of the cooperative bank before submitting it to the cooperative bank and instructing customers on how to use their payment account.
+ Receive bank card issuance applications; check their legality and validity; verify and ensure the accuracy and consistency of documents, information, and data provided by customers; verify customer identification information according to the cooperative bank's instructions before sending it to the cooperative bank and instructing customers on how to use the bank card.
+ Receiving customer requests for payment services, preparing, signing, or applying electronic confirmation methods, controlling and processing customer payment documents, transferring customer transaction information to the cooperative bank, and disbursing cash to customers to facilitate cash withdrawals from customer-identified debit and prepaid cards issued by the cooperative bank.
- Participate in capital contribution at the cooperative bank;
- Open a payment account at the State Bank of Vietnam, commercial banks, cooperative banks, or branches of foreign banks;
- Deposit money at the cooperative bank to regulate capital.
