School transfers for high school students in Hanoi will be done online, every two years.
After giving the authority to resolve high school transfers to principals, on August 20, the Hanoi Departmentof Education and Training provided detailed instructions on the school transfer process.
Accordingly, first, students and their families will find out information about the transfer procedures and enrollment quotas of the school they want to go to, then submit a transfer application to the school they are studying at. Next, this unit will provide a photocopy of the transcript, the list of 10th grade admissions with the student's name, along with an account and password to access the Department's transfer information portal.
On this portal, in addition to personal information, students need to fill in their major subjects and elective subjects (for those studying the new program) along with the reason for transferring. The next step is to submit a transfer request, which is done by the student or guardian.
After the destination and departure units confirm respectively, the student's file will be transferred to the new school for completion and class placement. All procedures are carried out and progress is reported on the website http://chuyentruong.hanoi.edu.vn/.

The student's transfer file includes a transfer application, transcript, 10th grade high school admission certificate, letter of introduction issued by the principal of the departure location, letter of introduction from the Director of the Department of Education and Training of the departure location (applicable when transferring to another school in another province or city).
Hanoi students who transfer to other provinces and other places to Hanoi also have a similar process. The steps related to the Department of Education and Training such as applying for a certificate of admission to grade 10 will be done by the school where they are going, students and their families only need to operate online on the school transfer information portal.
The Department said that there are two rounds of school transfer procedures each year. Round 1 is before the start of the new school year, and round 2 is before the start of the second semester. For the 2023-2024 school year, round 1 will take place from August 7 to September 4, and round 2 will take place from January 4 to February 5.
In addition, the transfer and admission of students to the new curriculum does not depend on the textbooks selected and used between schools. If the subject combinations taught between the departure and destination schools are not the same, the Department will follow the regulations of the Ministry, meaning that the destination school must have solutions to support students in supplementing knowledge and skills so that they can follow the new subjects.
Previously, the Hanoi People's Committee stipulated that transferring high school students was under the jurisdiction of the Department. After completing the procedures at the transfer school and receiving approval from the transfer school, parents would submit the application to the Department of Education and Training. If approved by the Department, they would bring the application back to the transfer school to submit.
In May, Hanoi abolished this procedure. The authority to handle students' early transfers was given to principals, starting July 25.
