
The Central Organizing Committee issued Official Dispatch 8548-CV/BTCTW dated May 19, 2025 guiding a number of contents of newly established commune-level party congresses and implementing the reorganization and streamlining of party organizations.
In particular, based on Directive 45 of the Politburo and current regulations; the Standing Committees of the provincial and municipal Party Committees directly under the Central Government can study and refer to the personnel process in the following direction:
- Step 1 : Develop and approve human resource plan
Based on the standards, conditions, structure, and quantity according to Directive No. 45 of the Politburo and related regulations; the Standing Committees of provincial and municipal Party Committees direct the Standing Committees of district-level Party Committees to closely coordinate with the Organizing Committees of provincial and municipal Party Committees to review and evaluate the current staff at district and commune levels or external human resources who are leaders and managers of departments, branches, and sectors of the province and city to develop and approve the personnel plan for the executive committee, standing committee, secretary, deputy secretary, and inspection committee of the Party Committee for the 2025-2030 term of the newly established commune level before reporting to the Standing Committees of provincial and municipal Party Committees for consideration according to regulations.
- Step 2 : Review and evaluate personnel
Based on the personnel plan proposed by the Standing Committee of the district-level Party Committee, the Standing Committee of the Provincial Party Committee and the City Party Committee assigns the Provincial Party Committee and the City Party Committee's Organization Committee to preside over and coordinate with the Provincial Party Committee and the City Party Committee's Inspection Committee; the Provincial Party Committee and the City Party Committee's Internal Affairs Committee; the provincial and city police and inspectors and relevant agencies to conduct a close and thorough review and assessment of personnel before reporting to the Standing Committee of the Provincial Party Committee and the City Party Committee for consideration according to regulations.
- Step 3 : Appoint personnel
Pursuant to current regulations and on the basis of the results of personnel appraisal, the Provincial Party Committee and City Party Committee's Organizing Committee shall report to the Provincial Party Committee and City Party Committee's Standing Committee for consideration and decision on the appointment of personnel for the Executive Committee, Standing Committee, Secretary, Deputy Secretary, and Inspection Committee of the Party Committee at the commune level for the 2025-2030 term according to their authority.
*Also according to Official Dispatch 8548 - CV/BTCTW, the newly established commune-level party committee is the direct superior party committee of the grassroots party organization directly under the provincial party committee or the municipal party committee directly under the Central Committee, different from the current commune-level party committee which is the grassroots party committee directly under the district-level party committee.
At the same time, according to regulations, the Standing Committees of Provincial and Municipal Party Committees appoint personnel to participate in the commune-level Party Committee for 01 term (term 2025-2030), different from the appointment of personnel to the provincial-level Party Committee of the provincial and municipal Party Committees after the merger or consolidation, which is 02 terms (term 2020-2025, when merging or consolidating, and term 2025-2030 according to Directive 45 of the Politburo)./.
