Resolutely removing obstacles for Khanh Hoa - Buon Ma Thuot Expressway Project

Although the Component 3 project of the Khanh Hoa - Buon Ma Thuot Expressway Project has achieved significant construction volume, it is still facing major challenges in terms of time and objective and subjective factors. With the commitment to open the route by the end of August 2025, the "race" to overcome difficulties to reach the finish line on time requires determination and synchronization from all relevant parties.

According to the report from the Dak Lak Province Traffic Construction and Rural Development Project Management Board (Board A) - the investor, Component 3 has a route length of more than 48 km, with a total investment of more than VND 6,165 billion, of which the construction package alone accounts for more than VND 4,216 billion. Up to now, the contractors have completed a construction volume of VND 2,447 billion (equivalent to more than 58% of the contract value). However, in addition to the achieved results, the project is facing a major challenge in terms of progress, nearly 28% behind schedule, equivalent to VND 1,178 billion.

The Provincial People's Committee delegation listened to a report on the implementation of Component Project 3 of the Khanh Hoa - Buon Ma Thuot Expressway Project.

According to the investor, one of the reasons for the slow progress is the unfavorable weather. This year, the rainy season came earlier than expected and lasted longer, seriously affecting the construction site, especially the road embankment work. In addition, the source of construction materials is also a "difficult problem". The licensing procedures for earth and construction stone mines in Ea Kenh and Hoa Tien communes (belonging to the old Krong Pac district) are slow, causing difficulties in exploitation and construction. The scarcity of general construction materials on the market (sand, stone) is also an objective factor slowing down the construction progress. In addition to the difficulties in weather and materials, the site is still the main "bottleneck". Some locations of the expanded site at intersections of residential roads and traffic corridors have not yet been completely handed over, causing difficulties in synchronous construction implementation.

Increasing human resources, machinery and equipment and organizing construction in "3 shifts - 4 teams" is considered an order to ensure the project is completed according to the set plan.

In addition, subjective causes from the contractor side were also clearly identified: some contractors have not mobilized the maximum means, machinery, and construction personnel. The practice of working overtime in “3 shifts – 4 shifts” to speed up progress has not been implemented regularly and effectively in all bid packages. In particular, the capacity of some subcontractors is not guaranteed, which also affects the overall quality and progress of the project.

Faced with the difficulties and problems of the project, the working group of Dak Lak Provincial People's Committee organized a field inspection and gave drastic instructions to completely resolve the difficulties.

Vice Chairman of the Provincial People's Committee Truong Cong Thai requested relevant units to take strong action to resolve difficulties in site clearance. Accordingly, the Land Fund Development Center and commune-level authorities must closely coordinate and promptly implement solutions, especially at locations where intersections and public roads are being expanded.

Regarding the issue of relocating residential power lines, including 500 kV power lines, the Vice Chairman of the Provincial People's Committee requested investors, the industry and trade sector and the electricity sector to urgently organize implementation, not allowing this work to delay the project's progress.

Up to now, Component Project 3 of the Khanh Hoa - Buon Ma Thuot Expressway Project has completed 58% of the volume.

The provincial People's Committee also directed the commune-level authorities to strengthen propaganda work to encourage and mobilize people to cooperate with the authorities in site clearance.

The Provincial People's Committee assigned Board A to clearly define the responsibilities of collectives and individuals for tasks that are behind schedule. Board A needs to promptly urge and direct construction contractors and supervision consultants to take measures to increase human resources, materials and construction equipment, speed up progress to compensate for the delayed volume. In particular, regarding the capacity of contractors, the province has directed investors to thoroughly handle weak subcontractors. Instead of waiting, delayed tasks will be assigned directly to the main contractor to compensate for the delayed volume and increase progress.

According to the commitment to the Prime Minister, August 30, 2025 is the deadline for the completion of Component 3 of the project. There is not much time left, compensating for the delayed volume is a mandatory requirement and requires great efforts from many sides. Vice Chairman of the Provincial People's Committee Truong Cong Thai requested contractors to urgently construct, applying the principle of "construction as soon as the site is available, no waiting". At the same time, it is necessary to review and develop a detailed construction schedule for each bid package, determine specific responsibilities for each contractor (main and subcontractor) to speed up the progress and compensate for the delayed volume.
